Summary
This position is located within Optical Fabrication Laboratory (OFL) at the Indianapolis VA Medical Center in Indianapolis, IN. The position will assist in the manufacturing and assembly of eyeglasses.

Duties
Duties may include, but are not limited to the following:
Manufacture ophthalmic prescription eyeglasses with assistance and apply quality control measures at each station.
Demonstrate proper work methods from onset of getting a lens blank to the final finished eyeglasses.
Follow the instructions received from the Prescription Eyeglass Maker Supervisor and correctly perform the required assignment tasks to produce prescription eyeglasses.
Perform safe operation of all machinery and equipment involved in eyeglass production including proper and regular training in safety procedures and proper operation of the optical equipment.
Maintain open and ongoing communication concerning the status and operations of the optical fabrication equipment.
Apply processes and procedures for the efficient operation of the optical laboratory fabrication equipment and assures that maintenance activities are carried out in accordance with local, network and national VA policies.
Comply with safety and housekeeping rules and ensures that assigned area of the OFL are properly cleaned and maintained daily.
Perform other related duties as assigned.

Qualifications
PHYSICAL EFFORT AND WORK CONDITIONS: The position performs tasks normally requiring moderate physical exertion, including occasionally lifting of up to 50 pounds. Work includes periods of standing for long periods on concrete floors, stooping, crouching, bending, pushing, pulling, carrying, reaching, and walking for up to twelve (12) hours in a given day. Heavy lifting (over 50 pounds) and strenuous exertion is occasionally necessary. The incumbent is standing or walking most of the time. The position requires manual dexterity. Incumbent must have the ability to maintain a high degree of mental alertness and concentration for up to twelve hours at a time.
The work is performed inside in a clean and air-conditioned manufacturing area. The manufacturing setting requires particular attention to safety and emergency procedures in the case of injury or exposure to personnel. This includes assuring staff are educated and trained in proper operation of machinery and what to do in the event of an injury or emergency. This setting also requires the same basic safety elements found in an office setting as listed above.
Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
