Summary

The incumbent serves as the Director of the Bureau of Certification and Licensing (BCL) which protects the public from financial harm through its licensing, registration, and surety bonding programs governing ocean transportation intermediaries (OTIs), and by requiring passenger vessel operators (PVOs) to maintain adequate financial coverage to reimburse cruise cancellations or to cover liability in the event of death or injury at sea.

  • A 2-year supervisory or managerial probationary period is required.
  • Must be able to obtain and maintain a background investigation.

  • May be required to obtain and use a government-issued charge card for business-related travel.
  • May be required to file a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: planning and administering policies, programs and activities involved in monitoring federal licensing and/or certification programs; providing supervisory oversight for professional and administrative staff; determining the need for new or revised policies, plans, goals, organization and corrective actions which impact the entire agency; and providing operational consultation and advice to top management and other staff on policies, rules, and related programs matters.

The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
