Duties
Serves as a program specialist and subject matter expert for child and youth programs within the Child and Youth Services (CYS) Directorate. Provides personnel management, administrative, logistical, and technology support.
Responsible for Child Development Services, School Age Services, Youth Services, CYS Liaison, Education, and Outreach Support, and Community-Based Services.
Develops and revises policy directives, plans, and operational materials for Army-wide implementation of child and youth programs. Develops contract specifications for program materials and services.
Executes Directorate effort to provide technical assistance through training workshops, process action teams, on-site visits, and inspections. Represents and speaks for the Army on child and youth issues.
Develops and communicates the strategic/key messages for CYS programs. Performs electronic file management and updates the professional resource library materials pertinent to the Directorate's mission.
Responsible for development and update of designated child and youth technical and procedural manuals and training courses, and assumes other duties as assigned to support Directorate operations.

A one-year probationary period may be required for this position.
Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Tier 1 background investigation.
Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy to include annual influenza vaccinations.
May be required to submit a Financial Disclosure Statement, OGE-450, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 30 August 1993.
Qualifications
Resumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position.
A qualified candidate must possess the following:
Program and administrative experience in child and youth programs.
Experience in working with CYS proponents (e.g., regulatory, personnel, funding, marketing, and organizations (e.g., BGCA, 4-H) related to child and youth program functions.
Ability to review/evaluate CYS program effectiveness and compliance with benchmark criteria and DoD / Army policies and procedures.
Experience in planning and conducting training for child and youth staff.
Ability to communicate effectively orally and in writing.
In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":
Program and administrative experience in child and youth programs at Headquarters.
Minimum of 2 year work experience as a CYS Coordinator, Program Operations Specialist or Administrator.

PCS Costs
Payment of Permanent Change of Station (PCS) costs are authorized based on a determination that a PCS move is in the Government's interest.
Allowances and Differentials:
This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander.
Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
