This position is located in the Washington Headquarters Services (WHS), Facilities Services Directorate (FSD), Facilities
Operations and Services Division (FOSD), Facilities Service Group (FSG), Alterations Work Group (A WG). A WG performs major
and minor buildings and facilities repair in the National Capital Region.

This is a Direct Hire Public Notice. This position is being filled under Direct Hire Authority (DHA) in accordance with 5 U.S.C. 9905, as amended by P.L. 116-92, SEC 1109, further amended by P.L. 116-283, SEC 1117 and further amended by P.L.118-31, SEC 1104 and SEC 1250B AND USD(P&R) memorandum "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," August 12, 2024

Incumbents typical work assignments may include the following:
Performs maintenance, repair, and modification of buildings, grounds, utilities, fixtures, and related structural systems across multiple trades.
Executes journey-level work in one primary trade (e.g., electrical, HVAC, pipefitting, welding, machinist, automotive, or boiler plant operations) while supporting work in at least one additional trade.
Installs, operates, and repairs trade systems and components in accordance with building plans, wiring diagrams, and technical specifications.
Applies shop mathematics and layout techniques to plan, measure, and complete repair or alteration projects.
Uses and maintains trade tools and equipment safely and effectively to ensure compliance with applicable codes and standards.

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.
Experience for the WG-5 is defined as experience that demonstrates the ability to: (1) Assist higher-graded mechanics in performing interior construction and build-out activities. (2) Work includes assisting with framing, drywall installation, ceiling systems, and general carpentry tasks. (3) Uses common hand and power tools and follows work orders, sketches, and detailed instructions to complete assigned tasks.
Experience for the WG-8 is defined as experience that demonstrates the ability to: (1) perform routine interior construction and modification work, including framing, drywall installation and finishing, ceiling grid and tile systems, door installation, and related carpentry tasks. (2) Interprets basic blueprints or specifications, uses trade tools and measuring devices, and performs layout and installation work under normal supervision.
Experience for the WG-10 is defined as experience that demonstrates the ability to: (1) Ability to independently perform installation and modification of interior building components in support of facility alterations and space build-outs. (2) Work includes framing, drywall systems, ceiling assemblies, doors, and related construction activities. (3) Interprets blueprints and technical specifications, performs precise layout and measurement, and ensures work is completed in accordance with applicable building standards and project requirements. (4) Plans and sequences work with minimal supervision to support efficient construction operations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions. The screen-out element for this position is "Ability To Do The Work Of The Position Without More Than Normal Supervision".
PHYSICAL EFFORT/REQUIREMENTS: The work requires a considerable amount of standing, stooping, bending, kneeling, climbing, and working in tiring and/or uncomfortable positions. The incumbent may work from ladders and scaffolding. When operating equipment, the worker may be under a great deal of strain from constant reaching, bending, turning, and moving of hands, arms, feet, legs, and by the vibration and jerking of the equipment. The incumbent carries, lifts, and handles parts and equipment weighing up to 50 pounds and may occasionally exceed 50 pounds.
WORKING CONDITIONS: The work is performed inside and outside with exposure to all kinds of weather. The work area maybe dirty, wet, dusty, and greasy, with inadequate lighting, heat, or ventilation. Incumbent is subject to cuts, abrasions, burns, broken bones, electrical shock, infections, bites, exposure to inhalation or harmful chemical fumes, irritation of eyes, skin and respiratory tract, and the hazards of operating power tools and equipment. Discomfort is encountered when wearing protective clothing, gloves, or eye goggles.

Wearing of proper safety equipment to include respirators and observing safety laws and rules shall be required to accomplish various work tasks.
ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
