Summary
This position is located in Facilities Management Service, Engineering Section in the Construction and Maintenance Shop. The primary purpose of the position involves journeyman carpentry work in support of construction, maintenance, repair, installation, troubleshooting, testing and inspecting of real and personal property.

Performs duties of a journeyman carpenter, woodcrafter, painter, mason, cement finisher, roofer and drywall finisher which involves construction, alteration, repair, maintenance or modification of items and structures such as framework, rafters, doors, windows, furniture. cabinets, wood trim, handrails, toilet partitions, floors, carpet, concrete sidewalks, stairs, and retaining walls.
Hanging and finishing drywall, painting interior and exterior surfaces, hanging wallpaper, hanging suspended ceilings, roofs, metal door jambs, hanging wood and metal doors, door hardware, hanging numerous wall items such as coat racks, bulletin boards, and pictures.
Installs ceramic walls and floor tile and lays brick and block.
Makes and repairs high-grade wooden objects, such as cabinetry and furniture. This includes doors, windows, furniture, trim, and door jams that have precise features and details, such as curved and contoured surfaces, book-matched panels and compound joints. Plans and lays out work from specifications, blueprints and oral instructions.
Cuts, turns, shapes, joins, bonds, fits, assembles and decorates wooden materials and parts using the full range of hand and power woodworking tools, machines and techniques.
Plans and completes projects, taking into consideration the durability, cost, strength, and appearance characteristics of a variety of woods, veneers, and wood substitutes.
Concrete: Constructs forms and places concrete for sidewalks, ramps, and steps. Finishes cement appropriately.
Performs masonry work involving the maintenance, repair, alteration, and construction of exterior and interior surfaces and structures built of a variety of brick. block and stone.
Lays common face brick, cinder and cement block.
Constructs and repairs such items as walls, walks, windows, doors, manholes and catch basins
Roofing: applies roofing techniques by applying a variety of protective coverings to roof surfaces, including different types of shingles, gravel and other toppings, and asbestos aluminum compound.
Plans and completes projects from initial layout to final assembly or installation.
Plumbing: performs maintenance, repairs, and inspections on plumbing systems such as sinks, water closets, drinking fountains, hot water storage, hot and cold-water lines, copper, brass and iron, sanitary sewers, vents, and storm sewers.
Electrical: performs maintenance, inspections, and repairs on a wide variety of electrical equipment.

Physical Requirements: Works in tiring positions for long periods of time including on ladders, scaffolding and platforms. Requires frequent standing, bending, stooping, crouching, and arm movements. Sometimes performs work in cramped areas, on temporary platforms and above head. Generally, lifts and carries items up to 90 pounds. Performs work in woodworking shop areas or other enclosed areas that are sometimes unheated, as well as outside. Exposed to eye, skin, nose, and lung irritations from glue, bonding chemicals, vapors, splinters, and sawdust. Exposed to the possibility of receiving cuts and serious injuries such as loss of fingers from accidents while operating woodworking machines. Work may also be performed on scaffolding and high ladders. May also have to wear safety devices such as respirators, protective ear and eye devices/mask, which may be uncomfortable if worn for long periods.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
