NON-APPROPRIATED FUND POSITION DESCRIPTIONJOB TITLE: MOTOR VEHICLE OPERATOR SUPERVISORBUSINESS TITLE: TOWING AND AUTO RECOVERY CENTER SUPERVISORJOB CODE: 093271JOB SERIES: 5703 PAY LEVEL: NS-08FSLA: NON-EXEMPTINTRODUCTION: This position is located within the Automotive Services Program Section of Marine Corps Community Services (MCCS), Okinawa, Japan. The primary purpose of this position is to manage the staff and operations of the Towing and Auto Recovery Center sections. This position reports to the Auto Skills Center Manager.SUMMARY OF DUTIES:Plans work to be accomplished by subordinates to include two IHA 2-6 Wrecker Drivers and two NA8 Automotive Worker. Oversees day-to-day operations of the Towing section and Auto Recovery Center. Assigns work to subordinates based on priorities. Evaluates work performance of subordinates. Provides advice and instruction to employees on both work and administrative matters. Finds ways to improve production or increase the quality of the work directed. Hears and resolves complaints and identifies developmental and training needs of employees. Provides logistics between other sections for services to be provided. Administers day-to-day operations and briefs the supervisor regularly on section issues, developments, and concerns. Maintains filing system, collects payments, prepares daily cash reports, maintains statistics spreadsheets, and maintains order. Oversees 9-hour operations supporting customers and 24-hour operations supporting the military police. Shares responsibility of holding the 24-hour emergency phone with other drivers in the Auto Recovery Center and Towing sections. Shares responsibility with the other licensed tow drivers for responding to after-hours requests for emergency towing services supporting the military police (infrequent).Oversees the deregistration of vehicles for junking, the sale of junked vehicle parts, and the transfer of junked vehicles to authorized scrap vendors. Serves as the Contracting Officer¿s Representative (COR) for Towing and Auto Recovery Center vendor contracts. Performs all COR-related correspondence, invoicing, payment confirmation, and contract maintenance.Operates and performs operators maintenance on straight-in-line trucks which typically have an approximate gross vehicle weight (GVW) of more than 32,000 lbs. May operate truck tractors with semi-trailers or full trailers, tilt-deck wreckers, and equipment hauling trucks. Couples and uncouples truck tractor and semi-trailer or truck and trailer and connects and disconnects air brakes and electrical lines. Maneuvers vehicles within close tolerances when driving and backing over uneven ground and in narrow or congested areas, directs arranging of cargo and sometimes assists to spread the load for best support and to ensure proper unloading sequence. Ensures cargo is secured to prevent shifting or falling while in transit, and to minimize vehicle sway. Selects safest, most direct, and legally allowed route and identifies alternative routes for emergency situations. Manipulates dual braking system to prevent semi-trailer or trailer from jackknifing. May operate oversized motor coaches on long-distance trips, which usually involve expressway and night driving. Operates 6-ton capacity forklifts, winches, 4-ton truck mounted cranes and other pulling/lifting equipment.Maintains order in the vehicle yard and enforces applicable environmental, fire, safety, and good housekeeping rules and regulations. Performs clean up duties as required. Keeps tools and equipment in good condition by periodic preventive maintenance. Responsible for the proper operation of the Hazardous Material Accumulation Point. May serve as the Alternate Unit Environmental Representative and Hazardous Waste Accumulation Point Manager.Ensures that all tenets of EEO and Safety regulations are followed. Performs other related duties as assigned.Performs other related duties as assigned, such as cash register (Point-of-Sales) duties, clerical work to include updating of computer data bases, filing of office, environmental, Blanket Purchase Agreement and all other documents unique to the facility. When required, operates retail sales store, answer phone calls, place parts orders and vehicle repair requests to vendors, interact with customers and provide information to meet customer needs. Cleans facility, to include, offices, shop bays/stalls, restrooms, closets, common areas and outside areas within the compound. May act as a duty manager on behalf of the manager during the manager¿s absence and assists on all inspections, audits, reviews and assessments conducted at the facility.

MINIMUM QUALIFICATIONS:Minimum of three years working experience in heavy vehicle operation and automotive repair work.Skills to lead and supervise subordinate workers in accomplishment of work.Possess working knowledge on operating a Hazardous Waste Accumulation Point.Must be able to obtain and maintain a Government Owned Vehicle (GOV) operator's permit, as required. If operation of a tow truck, forklift, or other GOV is assigned, the incumbent must obtain the appropriate license within 90 days of written notification. Failure to obtain or maintain required licenses may result in disciplinary action. Must have thorough knowledge of the makeup, operation and installation of complex major automotive systems and assemblies to troubleshoot and repair systems.Ability to interpret and apply technical repair manuals, technical specifications, schematics, engineering drawings, diagnostic codes, computer printouts and safety manuals.Skills in the use of hand/power tools and electronic test equipment. Must possess the initiative to determine needs and follow through on actions and changes to meet identified needs. Ability to troubleshoot and replace standard electronic components of systems.Must be able to complete Cash Handling Training Course before handling fund and Refresher Course once per year.Ability to communicate in Japanese both orally and in writing preferred.This activity is a Drug-free workplace.
