Summary This position is responsible for the administration, operation and maintenance to provide social and recreational facilities, essential and nonessential meals and refreshments. The purpose of this position is to provide direct supervision of the Food and Beverage Departments. The incumbent is responsible for the direct support of a four-lane Bowling alley, Quick Service Restaurant, Full-Service Restaurant, Special Events and Catering operations to include visiting ship support. Learn more about this agency Duties Plans, directs and supervises the activities of the entire Food and Beverage operation. Interfaces with the Food and Beverage Director in the planning of programs, menus and internal controls necessary for a viable and successful operation. Responsible on a day-to-day basis for Food and Beverage controls and managing operational costs. Possess program planning and leadership skills to devise and implement entertainment programs that will stimulate and sustain the interest of participants and improve customer satisfaction. Incumbent is responsible for the proper relation of cost of goods to labor, food waste and spoilage. Develops and maintains stock control cards, par stock levels and daily inventories. Prepares marketing lists, determines food and beverage requirement and related supplies. Develops and maintains standardized recipes on batch and item cost control cards with recommended selling prices. Inspects deliveries for quality and quantity. Accounts for food and beverage equipment and supplies. Ensures adherence to sanitation and health inspection standards. Keeps abreast of the technical advances in food and beverage equipment and preparation procedures for same. Plans, reviews, approves and prices lunch and dinner menus. Determines prices for party menu for banquets and all special functions to include visiting ships, military ceremonies and events. Reviews the party contracts daily to determine food and bar requirements and assures that arrangements are provided as contracted. On a daily basis, plans for the utilization of food surplus or leftovers. On a continuing basis, checks methods of preparation, size of portions and appearance. Conducts food and bar inventories as required. Annually develops an income, expense and capital expenditure budget for the food and beverage operation. Uses creativity to plan, promote and implement well-rounded N923 Entertainment Branch (Bowling, F&B, Theater) programs in accordance with CNIC approved program standards. Organizes community special events such as Valentine's Day Fine dining, Super Bowl, Master of the Grill Contest, Oktoberfest, which are just a few of the many programs offered throughout the year. Develops contacts and partnership with ROK Navy commands. Liaises with CNFK for partnership and programming opportunities. Develops contacts and creates professional proposals, execution of agreements and follow-ups. Performs regular analysis of projected projects and programs considering operating budget, staffing requirements, plans, trends, command mission and changing population. Uses metrics and financial data to make recommendations for any modifications to programs. Performs duties of the Food and Beverage Director in their absence. Responsible for the training and direct supervision of subordinates and weekly scheduling and assignment of their duties Hires, motivates, evaluates performance and initiates required personnel actions. Collaborates with Food Production team to ensure an effective and efficient flow of food. Conducts market and industry research on new food, beverage, and equipment items, consumer, and restaurant trends. Assist with the management and development of the food and beverage program annual operating budget and Sales & Marketing Plans. Performs as a Supervisor for a multinational, multilingual staff. Performs other related duties as mission demands Requirements Conditions of employment Must be able to successfully complete and maintain a favorable background investigation at T1 level. Subject to recall regularly. Must be able to obtain and maintain a valid state driver’s license to drive a government vehicle in the performance of duties. License must be obtained within 90 days of being placed in the position. Qualifications Must have 3 years of progressive experience in business operations or one year of specialized experience in the lower grade. Specialized experience in business or food and beverage operations is preferred. Knowledge of DoD component food and beverage procedures and general business practices related to the operational management of social and recreational programs and the effective utilization of club facilities and equipment. Knowledge of DoD Component cost and funding control procedures and skill in the maintenance and control of expenditures to ensure limitations are observed. Knowledge of social and recreational program planning requirements and skill in developing recommendations and justifications for major modifications to the club activities. Knowledge of accounting procedures sufficient to follow individual funds from initiation through expenditure stages in order to trace discrepancies in the system. Knowledge and understanding of the regulations and guides to interpret and apply them to a variety of accounting situations. Knowledge of integrated cost control procedures, financial systems and office computer software and programs. Incumbent must have a knowledge of formal military protocol, courtesies and social amenities. Skill in developing directives, instructions, and procedures concerning the administration of social and recreational activities and utilization of the club resources; conducting surveys and audits to identify program deficiencies; determining the impact of changes to the services provided the patron community and repairs to the facilities and equipment, or other corrective measures; and coordinating the scheduling or implementing the work with other organizational activities. Ability to supervise. Ability to work independently, make sound decisions and have the ability to effectively communicate both orally and in writing. Ability to create, negotiate, implement and sustain partnerships via various agreements. Ability to maintain a clear and accurate database. Ability to represent the department and speak in front of both small and large groups. Ability to communicate with tact and diplomacy and possess interpersonal skills. Education When education is a basic requirement for the position, or when substituting education for experience, applicants MUST submit a copy of high school transcripts, college transcript, or a list of courses, which includes grades earned, completion dates, and quarter, and/or semester hours earned as part of the application package. Foreign education must include evidence that it is comparable to education received at accredited educational institutions in the United States. Transcripts from foreign colleges must be evaluated for U.S. equivalency in order to be considered.
