Duties
Analyze, evaluate, and implement operational program improvements to meet increasing demands of both the office and the requirements of the health insurance industry.
Establish and implement policies on administration, personnel management, training, and utilization.
Establish and implement procedures for collection of Military Treatment Facility (MTF) charges.
Establish standard operating procedures (SOPs) by analyzing financial and budgetary relationships for implementation of programs to ensure a strict line of accountability and internal control of all pertinent fund activities.
Balance cash daily, accounts monthly, and validate ledgers monthly to ensure that accounts are closed out and balanced, and that proper dispositions of funds are made.
Prepare deposits, certifies vouchers, collection schedules, and statements to ensure third party collections.
Oversee the processes for the more complex Third Party Collection (TPC) and Medical Affirmative Claim (MAC) bills.
Prepare correspondence, reports, and charts on automated equipment in final form for daily office operations.

A Personnel Security Investigation is required.
This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
The Financial Management Certification Level 2 (FMC2) must be completed within 2 year of appointment and incumbent must participate in continuing education every 2 years.
This position is inclement weather essential. Incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
This position is Mission Essential. The incumbent will be required to report to work during times of contingency operations, natural disasters, extreme weather, or other emergency situations.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes establishing and/or implementing procedures in all phases of billing and/or collections for a medical facility; Understanding medical terminology and physiology to ensure effective verbal and written communication regarding medical treatment; AND utilizing accounting systems to analyze and create financial data and reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as finance, accounting, or statistics. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
