Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the education developer/coordinator and training instructor for courses as assigned in support of the Preventive Medicine Branch and Division of Public Health Services located at Fort Sam Houston, Texas.

Duties
Plans and develops course materials and presents lectures, demonstrations, and practical exercises in the area of Public Health and Public Health Nursing to provide knowledge and skills for Army Medical Department Officers.
Updates and rewrites lesson plans as required by changes in doctrine and curriculum development.
Research current scientific literature to ensure that all instructional materials are up to date and accurate.
Collaborates with both civilian and military subject matter experts in the Public Health, Infectious Disease, Laboratory Science, and Infection Control to develop and maintain current training programs and courses.
Develops and revises educational courses, addressing disease control and prevention and health and wellness programs to ensure the educational needs of all levels of students are met.

Must maintain Basic Life Support (BLS) certification.
Stooping, bending, stretching, kneeling, stair climbing, lifting and carrying educational material and equipment weighing up to 44 pounds may be required in travel and setting up classrooms and briefing rooms.
You will be required to provide proof of U.S. Citizenship.
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
One year trial/probationary period may be required.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
This position requires that incumbent must have passed the National Council Licensure Examination and currently retain an active nursing license in the United States.

In order to qualify, you must meet the education AND experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for Nurse (Educator):
Education: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. (Note: You must attach a copy of your transcripts.)
In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
GS-12 Specialized Experience: A minimum of one full year of specialized experience which includes scheduling, facilitating and coordinating of Preventive Medicine, Public Health, or Occupational Medicine Courses. Assisting in the development, design, implementation, coordination, and administration of graduate level public health courses to seasoned Public Health Officers. Conducting operations and instruction of classes; completing schedules for assigned courses and arranging for guest speakers support. Experience using technology and software application programs such as Microsoft Teams, Outlook, Forms, Microsoft applications such as Word, Excel, Power Point; various military health databases, Electronic Medical Records (EMR), word processing, database, spreadsheets, graphics, to collect, store, retrieve, and prepare consolidated training, clinical experience, and program activity reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. This position is NOT entitled to Title 38 Premium Pay. This position is not in a clinical setting and not seeing patients. This position is classroom training for battlefield medicine.
