Summary This position is located at the National Visa Center (NVC) in Portsmouth, NH. NVC is organized within the Office of Domestic Operations, Visa Services Office, Bureau of Consular Affairs. The incumbent serves as an Operations Specialist providing expert analysis, advice, and guidance to support planning and execution of immigrant visa case management operations at the National Visa Center. TO LEARN MORE ABOUT CONSULAR AFFAIRS VISIT: https://www.state.gov/about-us-bureau-of-consular-affairs/ Learn more about this agency Duties Plans and conducts comprehensive studies and analyses of case processing systems , systems capabilities, trends and patterns in data, and processes to both identify key impediments and systemic problems. Develops guidance and appropriate courses of action on a wide range of issues and concerns affecting IV processing to resolve difficult and unusual processing problems encountered, particularly those not covered by clear precedents. Conducts ongoing monitoring and review of IV case processing activities and operations to certify that production targets and quality standards are consistently being met by contracting staffing units. Serves as a Government Technical Monitor (GTM) with responsibility for monitoring and overseeing technical performance on assigned aspects of various contracts administered by NVC. Actively monitors the contract work performed and works with the Contracting Officer Representative (COR) in addressing areas of concern. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience utilizing analytical and evaluative methods and techniques to identify and propose solutions to management problems; Experience in communicating effectively, to develop policy, guidance, instructions, and presenting recommendations to management; and Experience coaching or training others.
