Summary You will serve as a PHYSICIAN (UNDERSEA MEDICINE) in the SPECIAL ASSISTANTS DIVISION of NAVSUBMEDRSCHLAB NEW LONDON CT. THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain DoD civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the DoD. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. You will be required to meet any applicable credentialing or privileging requirements prior to appointment. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experienced providing the full scope of medical evaluation and hyperbaric therapy to include initial evaluation diagnosis, treatment, and referral for admission Experience executing single and multi-year research programs to improve submariner and diver health and medical care Experience writing and editing technical and scientific research proposals, technical reports, and journal articles. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess the following: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association(external link); Association of American Medical Colleges(external link); Liaison Committee on Medical Education(external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association(external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. At least 5 years of documented full-time experience in the field of Undersea Medicine is desired. Evidence of scientific attainment as evidenced by the publication of articles and reports is desired. Demonstrated ability to direct research programs. Leadership in training and guiding members of research teams is desired. Experience with epidemiological research approaches in submarine and diving medicine is desired. Specialized experience and training in medical management of saturation diving operations is desired.
