Summary
Serves as the Executive Officer (XO) in the Headquarters (HQ), Defense Commissary Agency (DeCA), Command Group, Officer of the Deputy Director. The primary purpose of this position is to serve as the Executive Officer (XO) to the Deputy Director/Chief Operating Officer of the Agency. Provides direct support to the Deputy Director by assisting in management and direction of line and staff programs and activities.

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Your resume must clearly show that you possess possess one (1) year of specialized experience equivalent to the next lower grade.
For the GS-13: One year of specialized experience equivalent to at least the GS-12 grade level or equivalent to at least GS-12 under other Federal service pay systems, private sector, or military.
Examples of qualifying specialized experience for GS-13:
Ability to anticipate and develop strategies to address issues of potential sensitivity that arise during project execution.
Conduct business studies and analyses of data and process relating to the implementation of any DoD or DeCA process or function.
Establishing and maintaining effective working relationships with individuals and groups interested in or affected by the projects for which the incumbent is responsible.
For the GS-14: One year of specialized experience equivalent to at least the GS-13 grade level or equivalent to at least GS-13 under other Federal service pay systems, private sector, or military.
Examples of qualifying specialized experience for GS-14:
Developing program options by utilizing comprehensive knowledge of DOD and DeCA management and administrative programs policies, and procedures.
Provide support to DeCA's Executive Staff on a wide range of crucial administrative and operational matters.
Conducts comprehensive administrative research where boundaries are extremely broad and difficult to determine.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Physical requirements: Work is primarily sedentary and requires no special physical demands. The work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site.

This position requires IT Level II access. Incumbent has unlimited access to personal, private, and sensitive information, and DeCA Business systems. The incumbent must be able to obtain and maintain security clearance eligibility based on appropriate background investigation.
Must exercise strong interpersonal, organizational, and written/oral communication skills as well as a high degree of initiative and judgement in day-to-day activities. The position requires the ability to manage multiple assignments simultaneously, often with short deadlines under significant pressure.
