Summary
This position is located in a Field Office of the National Labor Relations Board (NLRB).
The primary purpose of this position is to provide administrative/technical supervision over subordinates engaged in investigating and negotiating voluntary settlements under the provisions of the National Labor Relations Act (NLRA) and recommending formal action in cases with merit, providing counsel and opinion on cases in regard to the administration, interpretation, and enforcement of the NLRA.

Duties
As a Supervisory General Attorney (Labor) (Supervisory Field Attorney), GS-0905-15, your typical work assignments may include:
Communicating clearly and concisely to advise subordinates and answer questions involving interpretation of the NLRA, conducts settlement negotiations and advises staff on the totality of cases.
Reviewing and answering questions related to the litigation, including trial preparation, subpoenas, pretrial briefs, trial work, post-hearing briefs, and legal motions
Negotiating with parties in order to secure settlement agreements and making recommendations regarding the litigation before administrative law judges in unfair labor practice cases.
Reviewing reports and case files to determine adequacy of evidence; thoroughness of investigation; case preparation and analysis; and propriety of recommendations for action or disposition.
Supervising staff in investigations; ensuring the quality and timeliness of the processing of cases; planning and conducting training; and evaluating the performance of staff.

This position is not part of the Bargaining Unit.

Active Bar license is required for verification. Bar license must reference Bar number and indicate the status of good standing. A Self-Certification Form is not acceptable verification.
This is a positive education position. Transcripts are required to be considered for this position.
Current NLRB attorneys are not required to submit a copy of their transcripts. However, if attorneys are within 3 years from receiving their JD, a transcript must be provided with their application package.

IDEAL CANDIDATE STATEMENT
The ideal candidate for the Supervisory General Attorney (Labor) (Supervisory Field Attorney) position will have experience promoting efficiency in case processing. Knowledge of the National Labor Relations Act or similar related statutes is preferred. Excellent communication and interpersonal skills to interact with colleagues and senior level management; and strong research and analytical skills are desired.
BASIC REQUIREMENT
Education: Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). Law school transcripts must be submitted at the time of application.
Bar Membership and Certification: Must currently be a member in good standing of the bar of a state, territory, or commonwealth of the United States, District of Columbia, or Commonwealth of Puerto Rico. Your active Bar license must reference Bar number and indicate the status of good standing. Agency Internal Self-Certification Forms are not acceptable for verification.
In addition to the BASIC REQUIREMENT, applicants must also meet the following:
MINIMUM QUALIFICATIONS
Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory General Attorney (Labor) (Supervisory Field Attorney) at the GS-15 grade level.
Specialized experience includes:
Experience utilizing comprehensive knowledge of labor law under the National Labor Relations Act and the policies and procedures of the Act; and
Experience interpreting and applying the NLRA and other statutes and relevant case law to difficult and novel factual and legal issues in unfair labor practice cases; and
Experience providing authoritative guidance, interpretation and recommendations on both administrative matters and legal issues based on relevant laws and regulations.
