Summary
The United States Park Police is a law enforcement agency within the National Park Service, and has offices in the Washington DC, New York, and San Francisco Metropolitan Areas. The primary purpose of the position is to perform a variety of management and program analysis which stem from senior managers addressing USPP programs and priorities.

Duties
The major duties of this position include but are not limited to:
Analyzes, evaluates, and improves the efficiency of internal administrative operations, organizations, and/or management activities occurring within a) different organizational echelons of a large and complex park, or b) at multiple geographical locations within the NPS (e.g., a region, a center, or a network of parks).
Develops procedures and systems for assessing the effectiveness of management activities.
Prepares detailed action plans and schedules for long- and short-range project accomplishment and ensures that project plans are consistent with management goals and objectives.
Analyzes new or proposed legislation, regulations, and/or program requirements to determine impact to program operations.
Develops and conducts surveys to determine programmatic compliance with regulations, procedures, and strategic objectives.
Duties will be developmental in nature when filled below the full performance level.

As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.
This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:
your performance and conduct;
the needs and interests of the agency;
whether your continued employment would advance organizational goals of the agency or the Government; and
whether your continued employment would advance the efficiency of the Federal service.
Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.
Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
Qualifications
All qualifications must be met by the closing date of this announcement-04/01/2026-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To Qualify At The GS-11 Level:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: 1) analyzing administrative operations or activities to improve efficiency; 2) documenting the processes of a program; and 3) working with spreadsheets for data collection, data analysis, and tracking progress. You must include hours per week worked.
-OR-
EDUCATION: Successful completion of at least a Ph.D. or equivalent, or three years progressively higher-level education leading to such a degree in a field related to the position. You must include transcripts.
-OR-
Successful completion of a combination of education and experience as described above. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You must provide transcripts.
To Qualify At The GS-12 Level:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: 1) analyzing and evaluating administrative operations or activities to improve efficiency; 2) documenting the processes of a program and recommend improvements; and 3) creating spreadsheets and reports for data collection, data analysis, and tracking progress.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education at the GS-11 grade level, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
There is no substitution of education for experience at the GS-12 grade level of this announcement.
Additional information
A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive.

Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Working Conditions: Work is performed in a typical office setting.
The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
