Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Duties Perform duties on a rotating shift as a Boiler Plant Worker involving the operation and maintenance of three water-tube boilers. Independently responsible for starting, adjusting, maintaining, and periodically monitoring water level, steam pressure, water temperature and other gauges to ensure efficient operation. Perform a variety of standard chemical tests on boiler feed water. Make periodic checks of all equipment and visually and physically check meters, shafts, bearings, motors, belts, and electric pumps to ensure proper operation. Operate motor vehicles with a gross vehicle weight of up to 5 tons to carry tools and equipment. Perform routine preventive maintenance and minor operational repairs. Clean, paint, and identify piping, etc., as necessary. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must pass a pre-appointment and annual physical. Must possess and maintain a valid State driver license. Must obtain and maintain an Army Motor Vehicle operator's permit. Employee is required to have his/her name on a call out list and be called back to work during non-duty hours (including weekends) to support emergency situations or make emergency repairs. The position is mission essential with no code red or white, must make a valiant attempt to get to the plant even in inclement weather conditions, can not leave duty station until relieved. Incumbent is required to work rotating shifts. Employee is required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions and its use is mandatory. This position has a requirement to frequently lift and carry items weighing up to 40 pounds unassisted and occasionally lift and carry items weighing over 40 pounds with assistance of other workers or weight handling equipment. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Boiler Plant Worker ~ without more than normal supervision to include operating, maintaining, and repairing boilers and adjusting and monitoring equipment with a high degree of independence. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Work is frequently performed in confined areas in and around boilers and support equipment. It requires moderate to strenuous effort and long periods of walking, standing, climbing, bending and crouching. Incumbent frequently lifts and carries boiler parts and chemical supplies weighing up to 40 pounds unassisted and occasionally items weighing over 40 pounds with assistance of other workers or weight handling equipment. When operating the motor vehicle the driver must exert light physical effort in reaching, bending, turning, or moving hands, feet, arms, and legs to operate hand and foot controls. Working Conditions: Work is performed indoors and outdoors where incumbent is subject to prevailing weather conditions. Incumbent is subject to high temperatures, constant noise, rotating machinery, soot, dirt, grease, chemicals, oil, and fumes in the work area. Incumbent is subject to cuts, bruises, and abrasions from the use of tools and equipment and burns from acids, caustics, hot water, steam, and contact with piping and boilers. In addition, works on catwalks and ladders. Employee may be exposed to dirt and fumes, and to the possibility of cuts, bruises and broken bones as a result of an accident while driving or from falling objects when loading/unloading the vehicle.Operates motor vehicle outside while being exposed to a variety of weather conditions. Is exposed to bad weather conditions while loading and unloading vehicle.Employee is required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions and its useis mandatory. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
