Summary About the Position: Serves as Financial Technician and performs analysis and evaluation of financial, budget and accounting and travel data pertaining to a diverse fund environment for a Defense Health Agency (DHA) Medical Treatment Facility (MTF). This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Duties The Financial Technician is responsible for the control and coordination of required actions to support the successful deployment, operation, and management of Defense Travel System (DTS). Maintains Departmental Travel budgets by loading funding targets in the Defense Travel System budget module and updating as required. Assists with travel preparations and provides per diem allowances to travelers for a wide variety of travel orders to include individual Temporary Duty and Invitational travel. Reviews all Temporary Duty Travel requests and vouchers to ensure agreement of budgetary account codes, dollar amounts, and compliance with regulations and procedures. Adjusts account balances to reflect effects of allotments, transfers, obligations, expenditures, and other actions which change the amount of funds available in accounts for use. Approves and processes GTC applications to ensure applicants are within compliance of GTC program; ensure GTC regulations and memorandum of understanding are provided; process GTC inquiries, issues, concerns. Reviews the delinquents and payables monthly for all open documents related to travel in the Organization Defense Administrator (ODA), DTS, and Citibank. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire One year trial/probationary period may be required This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 1 within 2 years of appointment. Failure to obtain and maintain this certification within the required time may subject the incumbent to adverse action. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes: 1) Utilizing automated systems such as Defense Travel System (DTS) to initiate, and process travel authorizations and vouchers; 2) identifying and resolving issues regarding pay and/or financial concerns in accordance with federal regulations; 3) creating financial reports such as audits and budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Education Some federal jobs allow you to substitute your education for the required experience to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional information Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
