Bargaining Unit: Non- Bargaining. Must be registered for Selective Service, see Legal and Regulatory Guide. APPOINTMENT FACTORS: T5 Excepted Service appointment in the Alaska National Guard. This position requires a secret security clearance; the incumbent must obtain and maintain a secret Clearance. Work may require access to higher classified information. Must be able to obtain and maintain the appropriate security clearance. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Employee will be required to wear and use personal protective equipment as required and provided by the employer. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments. Qualifications GENERAL EXPERIENCE is experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-12 - Must have 1-year specialized experience, education, or training equivalent to at least the next lower grade level, GS-11. Examples of specialized experience include: Plans, organizes, resources, and directs the execution of a wide range of complex inspection activities for the wing Commander's Inspection Program (CCIP). Applies an extensive knowledge of installation operations and DoD, DAF, and G-MAJCOM guidance to direct complex strategic planning and exercise efforts. Utilizes qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to determine the unit's ability to accomplish the mission(s). Responsible for organizing and analyzing data from inspections and exercises across the DoD with the goal of identifying and communicating trends. Oversees and manages the WIT conducting inspection and exercise activities. Serves as a qualified complaint resolution representative providing advisory services to individuals, other staff offices, managers, supervisors, and employees concerning the IG program and processes. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Length of time is not of itself qualifying. Your experience will be evaluated on the basis of duties performed. Your record of experience, training, and education must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position: -Skill in conducting inspections, exercises and investigations where significant difficulties are encountered. -Ability to select, adapt, and apply investigation and negotiation techniques; interpret complex laws and regulations. -Ability to select, adapt, and apply inspection techniques; interpret complex laws and regulations. -Knowledge to develop different exercise scenarios based on Wing mission sets. -Knowledge to develop new approaches, methods, or procedures in data gathering and analysis techniques. -Ability to develop new approaches, methods, or procedures in data gathering and analysis techniques, recognizing and resolving discrepancies and/or inconsistencies among findings. -Skill in obtaining and/or reconstructing missing documents and information. -Ability to overcome obstacles to gather and interpret evidence; ability to recognize and resolve discrepancies and/or inconsistencies among findings. Additional information - DESIRABLES: Possesses experience with wing Mission Design Series and their employment in real world situations; thorough knowledge of Operational Plans, Mission Essential Tasks and DoD Readiness Reporting requirements; demonstrated ability to interact with local and national level Inspectors General; experience within the DAF Inspection System at either the wing or delta level; demonstrated proficiency at planning exercises integrating multiple Mission Design Series with all Base Operating Support-Integration organizations; past experience augmenting MAJCOM Inspector General Teams; and knowledge of T32 missions and Alaska Air National Guard specific considerations. - This is a Testing Designated Position (TDP). Employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the States, Territories, and the District of Columbia cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services. - IAW AF guidance, incumbent must complete the wing Inspector General Training Course Inspections (IGTC-I) within 180 days of appointment; must complete Inspector General Training Course Complaints Resolution (IGTC-Q) within 180 days of appointment; and IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations. Recommend completion of the NGB/IG Advanced Course within one year of appointment. - This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.? This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. - If you are a current Federal employee or former Federal employee, you must submit a copy of your latest SF-50 "Notification of Personnel Action" and/or a copy of the SF-50.
