Summary This position is designated as SES, General. USDA structures its SES positions into position levels. This is a position level II with a salary range of $204,122 - $216,010 per year. Exceptions to the salary cap may be considered in certain circumstances. SES employees are also eligible to receive bonuses and performance-based awards. Learn more about this agency Duties The ACIO for Client Experience Center (CEC) is responsible for developing and administering Department-wide Information Technology (IT) Management principles, policies, and objectives in consultation with USDA agencies and staff offices. Manage a major service desk and incidentproblem management program to define expected service delivery standards and maintain an IT architecture. Provides management leadership, guidance, expert, advice, and collaboration among USDA agencies in developing, promoting, and maintaining the agency's end-user IT infrastructure program. Manages an Information Technology Program which responds to USDA, OMB, and Congressional stakeholder’s progress and accomplishments including all reporting required by the Federal Information Security Management Act of 2002. Ensures that information security policies, principles, standards, operations, and guidelines are implemented appropriately throughout the organization. Collaborates with the USDA Office of the Inspector General in the conduct of information system security audits and related inspections. Serves as primary USDA liaison on all General Accountability Office reviews and audits related to the Department's end-user IT Infrastructure Program. Negotiates Service Level Agreements (SLA) Operating Level Agreements (OLA) to ensure that customers/users expectations and IT services are properly established. Manages directly and indirectly a staff of eight hundred information technology and management support analysts and assistants, with annual operating budget of over $200M. TECHNICAL QUALIFICATION (TQ): In addition to the ECQs, applicants must clearly demonstrate in their resume that they meet the following technical qualification(s). Describe your demonstrated experience evaluating and implementing information technology tools & solutions and applying forward thinking concepts to deliver business solutions that support an organization-wide work environment with dynamic and diverse needs. Examples should include experience with secure and remote access for a dispersed workforce, mobile devices, and innovative communication tools (e.g., instant messaging, videoconferencing, etc.). Describe your demonstrated expertise and skill in planning, development and oversight of enterprise-wide strategies, plans, service (including shared service) delivery, customer support consolidation programs for large, diverse organizations and experience doing so in consultation with various stakeholders and constituencies requiring management of strategic and sometimes competing objectives.
