Summary
This position is assigned to the Non-Appropriated Fund (NAF) Joint Base Pearl Harbor-Hickam Branch (N9); Unaccompanied Housing Division (N932); Commander, Navy Region Hawaii (JBPHH); Honolulu, Hi. The incumbent will manage daily warehouse operations to include the accuracy and accountability of the Furniture, Fixture and Equipment (FF&E) inventory for a 200+ room lodging program.

Duties
The incumbent is responsible for operating professional warehousing and storage facilities, directing the operations of the warehouse, maintaining accurate stock levels and inventory adjustments, and receipt/record control for all equipment and supplies.
Manages the accuracy of the Furniture, Fixture and Equipment (FF&E) inventory for the lodging operation. Establishes and revises warehouse stock replenishment of recurring and non-recurring authorized NAF and APF inventory for the lodging operation.
Recognizes requirements, establishes and adjusts replenishment levels to keep stock position current. Selects applicable procedures and formulas in establishing levels for non-recurring items, items not stocked previously and locally procured items.
Receives deliveries and reviews receiving inspection reports. Identifies discrepancies related to quantities, substitutes, incomplete shipments, or non-compliance with purchase order requirements. Determines acceptance/non-acceptance of shipments not meeting requirements.
Conducts investigation of inventory discrepancies and researches source data tracking transactions through previous actions to resolve errors and adjusts book inventory accordingly.
Performs internal management control vulnerability studies and reviews to develop controls to prevent losses and implement cost saving measures. Processes planned inventory requirements and manages all cyclical inventory processes.
Prepares reports for higher authority and analyzes, evaluates and implements instructions and notices from higher authority.
Processes declared excess and damaged property for disposal. Coordinates the use of forklifts, trucks and personnel for proper disposal of government property according to established policies. Upon completion of disposals is responsible for accurately documenting the loss to computer files and maintaining files for Audit Trails.
Maintains accountability for all assigned FF&E. Ensures all changes, replacements or transfers of FF&E are completed properly. Processes documentation for all FF&E and ensures all information is entered into the required database electronically. Schedules and oversees the performance of all regularly scheduled and unscheduled FF&E Inventories monthly and annually. Ensures all discrepancies are investigated, notated and corrected.
Supervises one or more inventory supply clerks and/or laborers, approves leave, conducts counseling and evaluations, and recommends personnel actions to supervisor.
Ensures subordinates are fully aware of and comply with appropriate personnel, safety and environmental laws and regulations.
Performs other related duties as assigned.

A qualified candidate must possess:
FACTOR 1. SKILLS AND KNOWLEDGE REQUIRED
Knowledge of supply and inventory procedures, techniques, and operations gained through either formal education or two years' work experience related to inventory management is required.
Must understand and demonstrate a thorough knowledge of purchasing procedures, computerized record keeping and inventory management and have a good working knowledge of basic accounting.
Must possess excellent communication skills and must possess fluent command of the English language, understand and use proper grammar, and be able to communicate clearly and effectively; to all levels of the organization, both verbally and in writing.
Must be able to use basic computer software such as; Microsoft Word, Excel and Power Point and have a working knowledge of the property management system.
Must understand the daily operation of a hotel to include safety, environmental and fire prevention regulations and practices, hotel management procedures, and front desk, housekeeping, and maintenance operating principles and practices, and have a working knowledge of automated inventory management system(s).
Must be skilled in customer service techniques, tact and good judgment.
FACTOR 2. SUPERVISORY CONTROLS
The supervisor of this position is the Unaccompanied Housing Manager.
The incumbent plans and carries out all of the successive operations to complete assignments without direct assistance from the supervisor.
Assignments are generally evaluated by the ability of incumbent to properly meet service and operating standards, conformance to established policies and program requirements, timeliness of activities, and results of annual inspections.
FACTOR 3. GUIDELINES
Work with a variety of DOD, SECNAV, OPNAV, CNIC, BUPERS and regional/local policies, regulations, manuals, and guides related to lodging operations. Uses judgment and knowledge in selecting, interpreting and applying the appropriate regulations and policies.
FACTOR 4. COMPLEXITY
The operation conducts business around the clock, 365 days a year with guests checking in and out on a daily basis.
Customer service is of foremost importance in this position.
Work involves making determinations in the distribution of personnel and financial resources, training priorities and assignments, and analysis to determine organizational efficiency and effectiveness.
FACTOR 5. SCOPE AND EFFECT
The purpose of the work is to conduct and administer all aspects of lodging related quality assurance and training programs associated with the Unaccompanied Housing facilities and complexes.
The work directly contributes to military members, retirees, family members and travelers' quality of life and contributes to job satisfaction and retention of valuable members.
FACTOR 6. PERSONAL CONTACTS
Personal contacts include CNIC staff, Regional staff, command staff, department heads, and lodging staff. Has regular contact with contractors, vendors and representatives of private industry.
FACTOR 7. PURPOSE OF CONTACTS
Contacts are made to coordinate and/or obtain information relating to warehousing and inventory management operations.
FACTOR 8. PHYSICAL DEMANDS
The Warehouse Supervisor is required to do considerable standing, bending, walking, pushing, pulling and climbing.
Must have ability to perform moderately strenuous physical labor as unassisted lifting, moving and carrying of supplies and equipment weighing up to 45 pounds (100 pounds assisted) is required. May be required to climb/descend stairs and properly placed stepladders.
FACTOR 9. WORK ENVIRONMENT
The work involves normal risks or discomforts associated with a warehouse environment that is adequately lighted, heated, and ventilated. Work is performed both indoors and outdoors. Occasional exposure to dusty or dirty conditions exists when working or when facilities undergoing repair, maintenance, or renovation.
SPECIAL REQUIREMENTS
This position has oversight for a 24-hour operation and the incumbent must be available and accessible at various hours including evenings, weekends, and holidays as necessary to meet mission requirements.
Incumbent may be considered 'ALPHA' personnel, and therefore subject to work during inclement weather or other states of emergency.
May be required to possess and maintain a current driver's license, as travel to other facilities may be required within the normal scope of duties. Applicants will be notified when this is a requirement for appointment.
This position is subject to a favorable National Agency Check (NAC).
The incumbent is expected to obtain certification for asset management and/ or inventory operations and meet the requirements outlined in the Lodging Career Path Guide.
The incumbent must meet the qualifications for professional accreditation as defined by CNIC lodging policy within 12 months of position appointment.
Education
This position does not have a positive education requirement.
