As a SENIOR ASYLUM OFFICER, you will adjudicate complex asylum applications, provide guidance to lower-graded officers and analysts who adjudicate or screen applications for immigration benefits, and make recommendations on organizational guidelines and procedures.
Duties
Mentor Asylum Officers, providing critical technical assistance, guidance and advice for meeting or exceeding goals, standards and objectives.
Adjudicate complex asylum cases including those involving national security and egregious public safety concerns, high profile cases, cases involving novel or unsettled areas of law.
Write legal decisions on novel cases and test cases to clarify or address new aspects of USCIS guidance and procedures.
Work closely with USCIS Fraud Detection and National Security (FDNS) Officers, Immigration and Customs Enforcement (ICE) attorneys and agents, and other legal, law enforcement, and intelligence officials.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.
Probationary Period: You may be required to serve a probationary period of 1 year.

This announcement is issued under the Direct Hire Authority to recruit for positions for which the Department of Homeland Security, U.S. Citizenship and Immigration Services, has a critical hiring need.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Interviewing or eliciting information from applicants for asylum, refugee, or other immigration benefits;
Analyzing and evaluating immigration case management or adjudication processes to improve efficiency, quality, and customer service;
Providing guidance, direction, or support on matters related to immigration services, case management, or legal compliance;
Reviewing written legal analysis or other written memoranda relating to immigration benefit decisions to ensure proper application of all relevant laws, regulations, or organizational guidelines.

San Francisco Location Only: Employment at the San Francisco Asylum Office provides and exciting opportunity for staff to work in both downtown San Francisco and our newly established Oakland Branch. Both locations are accessible through public transportation, and travel between the two offices is quick and convenient. While staff members will be assigned to the San Francisco duty station, employees may be expected to work out of the Oakland Branch.
Newark Location Only: Employment at the Newark Asylum Office provides an exciting opportunity to staff to work in both downtown Newark and our Manhattan Branch. Both locations are accessible through public transportation and travel between the two offices is quick and convenient. While staff members will be assigned to the Newark Branch duty station, employee may be expected to work out of the Manhattan Branch on a rotational, periodic or as needed basis.
New York, NY Location Only: The New York, NY location is a satellite office of the New York Asylum Office.
Education
EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.
Training: If you have not already done so, you will be required to attend any training that relates to this position as required by the agency. This training may last multiple weeks and may be held in-person or virtually. The training must be completed successfully according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.
Voluntary Separation Incentive Payment (VSIP): Per 5 CFR 576.202, An employee who receives a Voluntary Separation Incentive Payment (VSIP) and later accepts employment for compensation with the Government of the United States within 5 years of the date of the separation on which the VSIP is based, including work under a personal services contract or other direct contract, must repay the entire amount of the VSIP to the agency that paid it (proof of payment is required) before the individual's first day of reemployment.
