Duties
You will serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization.
You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization.
You will conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommend alternatives for corrective action.
You will promulgate approved financial management policies within the organization based on the Department of Navy policy and develop and issue implementation procedures.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
Males born after 12-31-59 must be registered for Selective Service.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Overseeing and utilizing data analytics tools such as MS Excel, Power BI, SQL, Python or Qlik Sense to perform various reviews and tasks; and communicating clearly and effectively in all forms to enable organizational understanding and buy-in of key risk management and internal control objectives.
