Summary This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for serving as a Program Analyst for Acquisition & Sustainment. This position is part of a planned Transfer of Function (TOF) from the Missile Defense Agency to the Department of the Army. This action is projected to be effective on or about October 1, 2026. Learn more about this agency Duties This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Program Analyst at the NH-0343-4 broadband level, some of your typical work assignments may include: Expertly advise the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Ballistic Missile Defense System (BMDS). Ensure the BMDS program/project requirements are properly identified, budgeted, and acquired in accordance with Agency and DoD acquisition regulations and policies. Access, manage, and eliminate risk related to program cost, schedule and performance Work with leadership to identify and conduct special studies and analyses to determine the future course of the MDA programs to improve efficiency by identifying and proposing new organizational structures, realignment of functions and staffing levels, Improve operating concepts and criteria and stimulate the development of improved policies, methodologies, and techniques across the BMDS. Develop acquisition directive and objectives to meet the MDA's objectives, goals, and vision. Research, coordinate, plan and brief actions in support of the MDA's objectives, goals and vision. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 48 months of entry into position. Incumbent must acquire 80 Continuous Learning Points every 24 months. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified: Applying systems acquisition processes, policies, procedures and practice necessary to develop and assess technical and economical feasibility, including cost, schedule and performance. Written and oral communication to plan, coordinate and brief actions in support of leaderships goal, objectives and vision and working with and across executive staffs, joint staffs, commands, agencies and the services. Comprehensive knowledge of Acquisition regulations, policies, regulations, and precedents, guidelines and processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional information Other Notes: CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position. ACQUISITION POSITION: This position requires Acquisition Workforce Level Advanced in Program Management. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position. RE-EMPLOYED ANNUITANT: This position DOES NOT meet criteria for re-employed annuitant.
