Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the United States Army Special Operations Command, located at Fort Benning, Georgia.
Duties
Serves as the Senior Intelligence Analyst within a Regimental Rifle Battalion, responsible for detailed all-source analysis of specific regional geographic or functional areas.
Possesses knowledge of various intelligence disciplines, along with Command intelligence activities and programs.
Formulates/develops and interprets intelligence plans, regulations, standard operating procedures (SOPs), in additional to applying new command policies and guidance as required.
Represents the Battalion, the Regiment and/or a deployed Joint Special Operations Task Force as a Senior Intelligence Analyst.
Mentors junior and newly assigned civilian and military analysts multi-intelligence capabilities, mission areas, and technical analytical skills.
Ensures intelligence databases are maintained for functional areas or specific countries within the Unified Command Area of Responsibility.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Two year trial/probationary period may be required.
In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
Requires extensive temporary duty (TDY) travel on very short notice, to locations within the continental United States (CONUS) and outside the continental United States (OCONUS), up to 30% of the time.
Subject to short notice recall. Must reside within normal commuting distance of the assigned installation (50 miles).
Must be willing to undergo and successfully complete counter-intelligence scope polygraph with No Deception Indicated (NDI).

Incumbent must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate to the overseas location.
Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.
Emergency Essential Civilians are required to sign a DoD Form 2365. (See DoDD 1200.7, DoDD 1404.10, DoDD 1400.31, DoDD 1400.32; and AR 690-11.)
Position requires duties to be performed under austere and potentially hazardous conditions during exercise and deployment operations.
May be required to deploy into areas in which hostile action may occur. Specific training and immunization requirements as appropriate for outside the continental United States (OCONUS) deployments.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience and/or education, your resume must describe at least one (1) year of experience equivalent to the GG/GS-12 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: Contributing to the development of in-depth intelligence analytical assessments to determine best methodology to counter enemy threat forces or technology; Applying all-source intelligence practices and methodologies pertaining to Signals Intelligence (SIGINT), Human Intelligence (HUMINT), and Geospatial Intelligence (GEOINT) intelligence disciplines; Produces and interprets analytical findings to establish and document basis for mission changes of assigned targets; and, conducting regular liaison with National intelligence Community counterparts for the development of strategies for mission accomplishment. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

This is an Emergency-Essential (E-E) position subject to deployment; E-E employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Anthrax inoculation program participation may be required to meet deployment requirements. This position is considered E-E in support of Army's mobilization and wartime mission during periods of increasing tension and mobilization. Position is considered E-E because (1) no qualified and immediate replacement exists; and (2) having it vacant would (a) impair the effective operation of essential military support systems, or (b) adversely impact the combat mission of deployed forces. Failure to remain in your position may result in separation for the efficiency of the Federal Services. E-E Civilians are required to sign a DOD Form 2365; the employee agrees that, as a requirement of the position, he/she will remain in the event of hostilities or mobilization until relieved by proper authority. Single parents or families, where both parents are emergency essential, are required to prepare a family care plan.
