Summary
This position is in the Surgical Services for the VA Central Ohio Healthcare System, which is comprised of both VA Ambulatory Care Center (VAACC) and five community-based outpatient clinics (CBOCs). Works collaboratively with the Chief of Surgery, Assistant Chiefs of Surgery, Service Section Chiefs, Health Systems Specialist, Group Practice Management, Informatics, and Medical Support Assistant Supervisor in providing administrative oversight to the 14 sub-sections within Surgery.

Duties

Duties include, but may not be limited to the following:
Collaborates and coordinates with service and facility leaders on program initiatives and mission goals.
Undertakes comprehensive analytical evaluations of data analysis and strategic planning and will be responsible for communications with relevant stakeholders.
Conducts in-depth data analysis and strategic planning, representing the Service at various high-level committees, and presenting evidence-based justifications for the necessity of enhancements.
Assesses clinic efficiency, anticipating future demand, and conducting cost/benefit analyses.
Utilizes various graphical, spreadsheet, and database software packages to extract and analyze data from published reports and manipulate this data to generate tables and charts for program management and administrative purposes.
Provides direct assistance to the Chief of Surgery and other administrative team members.
Serves as the primary point of contact for all external communication related to Surgery Services, drafting, reviewing, and managing all external correspondence.
Ensures quality control in external correspondence and provides advice and guidance for improvements, anticipating potential areas of concern or questions that should be addressed when making recommendations.
Creates and develops facility and service line Standard Operating Procedures (SOPs) and Service Line Agreements (SLAs) to establish and prepare administrative policies, directives, and procedures for implementation throughout the facility.
Develops and supports the strategic short- and long-range planning for the services in collaboration with the Service Chief.
Performs other related duties as assigned.

Physical Requirements: The work is mostly sedentary. It will occasionally require carrying of light objects such as files, books, and papers; some walking, standing, and bending. No special physical demands are required to perform work. There may be a certain amount of mental strain due to time constraints and frequent reviews and reports.

Qualifications
TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of the Administrative Officer position, and that is typically in or related to the work of this position. Specialized experience includes conducting in-depth data analysis and strategic planning; serving as the primary point of contact for all external communication related to drafting, reviewing, and managing all external correspondence; and creating standard operating procedures, administrative policies and directives. NOTE: Resume(s) must clearly support the duties and experience required for this position. We will not make assumptions regarding experience.

EDUCATION: Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. (Transcript Required)

COMBINATION: Have equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
