Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 5 AIRFIELD OPERATIONS SPECIALIST (MI GAAF), Position Description Number NGT7120000 and is part of the MI SAAO, National Guard. Duties ***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION*** The Airfield Operations Specialist is responsible for coordinating and maintaining liaison with military, federal, and local agencies concerning airspace utilization, flying operations, aircraft emergencies, search and rescue operations, and natural disasters. Provides direct support to unit and other military and civilian aircrews, during scheduled and unscheduled flying and ground activities. Provides aircrews with information and assistance, necessary for planning and conducting safe flight operations. Incumbent processes flight plans, conducting necessary research and/or queries in the coordination of scheduled flights. Conducts briefings to communicate information required by aviators, including status of navigational aids (NAVAIDs), Notices to Airmen (NOTAMs), weather information, bird and wildlife conditions, alerts and advisories, airfield/runway conditions and closures, construction hazards, closed areas, and other pertinent known traffic and airfield conditions. Assists the Airfield Operations Officer in the research and evaluation of airfield data, specific to airfield facilities, construction plans for the airfield, and changes/modifications- to airfield construction projects and/or priority adjustments. Compiles data and conducts analysis to facilitate and continually improve airfield operations, to include information and management channels, programs, and devices. Participates in the scheduling of airfield activities with tenant and transient unit commands, requiring use of the airfield. Processes and approves/disapproves prior permission requirements (PPR), civil aircraft landing permits (CALPs), and Army aircraft landing authorization numbers (AALAN). Performs daily airfield inspections/checks for conditions, physical security, and force protection to ensure a safe airfield environment. Conducts inspections of runways, taxiways, aprons for discrepancies, foreign object debris, runway safety/clear zone violations, runway incursions, flightline driving program compliance, runway surface conditions, security, bird/wildlife hazards, construction activities, pavement conditions, and other items that pose a significant adverse effect to safe aircraft operations. Requirements Conditions of employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a trial period Participation in direct deposit is mandatory. U.S. Citizenship is required. Irregular and overtime hours may be required to support operational requirements or contingencies. The employee may be required to travel in military and/or commercial aircraft/vehicle to perform temporary duty assignments. Must have a valid civilian driver’s license. Must be able to obtain and maintain the appropriate security clearance of the position. Mission Essential: (not ‘emergency’ essential) – positions are subject to call back and work during nights, weekends, holidays, emergencies, and outside normal operating hours. Drug Screening: AR 95-2 para 5-4.c.(2)(b); AR 600-85 para 4-8.h.(6) and Ch. 5; AR 40-8; 49 CFR Part 382, Subpart C (applies to fuel operators); TC 3-04.15 para 1-49 and 5-42 thru 5-47. Rotating Shifts: Airfield operating hours range from 16-24 hours per day, 5-7 days per week. All non-supervisory positions work rotating shift work in order to support published operational hours State Issued Driver’s License: AR 95-2 Ch 10 – airfield mgmt./ops, safety and electronics techs are required to perform various inspections around the airfield cantonment area daily on a daily basis. Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This information is needed to determine if you are qualified for the position. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Education You must meet the following Education requirement to qualify for education in lieu of specialized experience for this position: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
