Summary
This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Competitive Service / Modified Direct Hire Authority. Duties
You will provide effective and efficient support in the management and execution of all policies, programs, and assigned tasking to the team.
You will review congressional language to assess impacts to OPNAV N4 equities.
You will support all aspects of the congressional hearing preparation process for the Division.
You will review legislative proposals and advises leadership to ensure proposals are consistent with Navy policy and programming priories.
You will serve as action officer for important and/or sensitive projects as determined by the Team Lead.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
You will be required to obtain and maintain a U.S. Passport.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level GS-13 or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as:
Working legislative processes; specifically, congressional inquiries, hearing preparations, and congressional briefings.
Developing strategic plan documentation and briefs for Flag and Senior Executive Service personnel.
Utilizing PBIS, ETMS2, and Microsoft Word, Excel, and PowerPoint systems
Drafting POAMs and establishes long-range direction for congressional engagements and strategic narratives.
Advising leadership on matters of administration and serves the expert on matters of policy with regard to professional correspondence and Congressional protocol.
Recommending the development or modification to program(s) of record based upon new or revised legislation with due consideration of short and long-range effects.
