Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This job announcement will fill multiple vacancies for a Construction Control Representative at the full-performance level (FPL) of GS -11 and for a Construction Control Inspector at the full-performance level (FPL) of GS-12. Duties GS-11: Review project plans and specifications prior to and during the construction period to determine practicability from construction standpoint and whether physical obstructions or other construction difficulties have been anticipated. GS-11: Review technical data and furnish information for progress reports, prepare data for processing of pay estimates such as quantities of materials or installations included in construction and percentages of work completed. GS-11: Investigate need for contract change orders, considering conditions of work site, field measurements and computations, make rough drafts for issuance of change orders, prepare estimates and participate in negotiations. GS-11: Responsible for inspecting work areas to ensure that contractor is complying with both the Corps of Engineer's Safety Requirements and the contractor's Accident Prevention plan. GS-12: Plan, monitor, and coordinate the work with contractors' personnel and representatives to assure timely and satisfactory accomplishment and compliance of all contract requirements. GS-12: Exercise surveillance to assure the Contractor is conducting quality control operations to produce work in conformance with plans and specifications. GS-12: Conduct monthly supervisory safety meetings with Contractors. GS-12: Quality Assurance Testing, assure materials incorporated into the construction work are in compliance with plans and specifications and are tested before use on the project. GS-11: Perform concrete testing, including but not limited to, Slump, Air, unit Weight, Cylinders, strength testing, as well as other testing required to ensure the contractor meets plans and specifications. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. ALL POSITIONS: Travel may be required to accomplish assigned duties. FPL 11 (GS-11) Must possess and maintain valid state driver's license to operate motor vehicle. FPL 12 (GS-12) MAY be required to complete a pre-employment (and subsequent annual) physical. FPL 12 (GS-12) MAY be required to obtain ACI Licensure. FPL 12 (GS-12) MAY be required to obtain additional USACE Certifications IAW Safety protocols and administration. ALL POSITIONS: Position MAY require completing a pre-employment and subsequent annual physicals. ALL POSITIONS: MAY require work on site, walking rough terrain, climb ladders, wear safety equipment (fall arresting harnesses/floatation devices), work at heights, extreme heat/cold, wet, icy, snowy, windy conditions, working from floating platforms Qualifications This job announcement will fill multiple vacancies at the full performance levels (FPLs) of GS-11 and GS-12. TO QUALIFY FOR THE FPL GS-11: Specialized Experience: One year of specialized experience which includes: reviewing and approving contractor's construction schedules and quality control procedures; making controlling interpretations of plans and specifications and engineering; preparing sketches, drawings, cost and time estimates; reviewing change orders; and overseeing safety program and enforcing applicable safety rules. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). TO QUALIFY FOR THE FPL GS-12: Specialized Experience: One year of specialized experience which includes reviewing complex plans, specifications, building codes, regulations, and technical manuals to ensure civil works construction Quality Assurance and Safety compliance; mentoring and training coworkers or subordinate staff; performing contract document reviews for constructability enforcement of contract requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Education This job does not have an education qualification requirement. Additional information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This position MAY require you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
