Summary
This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR) with vacancies in the following locations:
Atlantic Oceanographic Meteorological Laboratory (AOML), Miami, FL.
Global Systems Lab (GSL) and Physical Sciences Laboratory (PSL), Boulder, CO.
Great Lakes Environmental Research Laboratory (GLERL), Ann Arbor, MI.
Pacific Marine Environmental Lab (PMEL), Seattle, WA.
Silver Spring, MD.
Duties
As a Research Physical Scientist, duties may include one or more of the following, and are not limited to:
Apply knowledge of oceanic or atmospheric processes, observations, technologies, data assimilation or modeling to enable understanding of ocean/atmosphere variability, change and improvement in ocean and atmospheric prediction and forecasting.
Lead theoretical and experimental research for advanced earth system or weather forecasting technologies. Develop earth system, ocean, or weather forecast models (dynamic core) and data assimilation software codes for massively parallel supercomputers across heterogeneous environments including on-premise and cloud platforms. Use of AI/ML (e.g. large language models) and novel computer architectures to further exascale needs of next-generation earth system prediction models including high-resolution and ensemble forecast applications.
Serve as an expert advisor to senior level management and manage several organizational projects. Lead the development of competitive research proposals across multiple labs and partners including software development for earth system prediction for exascale applications.
Promote scientific and technology research through domestic and international collaborations and working groups. Work in teams across multiple labs and partners to present research findings at significant scientific conferences and workshops. Formulate recommendations and provide advice to managers. Communicate scientific and technical information verbally and in writing to stakeholders, members of the public and other individuals and groups.
NOTE: These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance.
This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12.
The ZP-4 is equivalent to the GS-13/14. The ZP-4 is the full performance level of the position.

Additional Considerations:
Three year probationary period may be required.
*Positions located in Miami, FL are covered under Bargaining Unit 1411.
*Positions in Ann Arbor, MI are covered under Bargaining Unit 2175.
*Positions located in Silver Spring, MD; Boulder, CO; and Seattle, WA are not in the Bargaining Unit.
This position requires a Low Risk Security Clearance.
Background investigation will be required. Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
NOTE: A three year probationary period will be required under the Direct Hire Authority unless you are a current Department of Commerce (including NOAA) employee and are in the same line of work and with no more than a 30 day break in service.
Any selections made under this notice will be processed as new appointments to the civil service. Therefore, Current Federal employees would be given new appointments to the civil service and may have to serve a new probationary period under CFR 315.802 (b).

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:
To qualify for the 1301 series:
EDUCATION:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
AND
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-3 or GS-11 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
Assisting in research to support forecasting or numerical modeling or observations; and
Assisting in developing or testing computer coding or software.
OR
SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and professional experience. Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. (NOTE: Only graduate-level education in excess of one year is qualifying for combination of education and experience.)
To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Leading, conducting or overseeing research to support forecasting or numerical modeling or observations;
Utilizing computer programming languages or software to develop products or services; and
Communicating and collaborating with scientific research communities or partners.
Education
College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
Note: Your college transcript is used to verify successful completion of degree, or college course work. An official college transcript will be required before you can report to duty.
Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
