Summary
The position serves as the national Budget Analyst within the Million Veteran Program (MVP) Chair Office, and reports directly to the Deputy Director of Operations of the MVP. Million Veteran Program (MVP) is an Office of Research and Development (ORD) funded program that establishes a national longitudinal cohort of Veterans for genetic and observational research at the Veterans Affairs Palo Alto Health Care System (VAPAHCS).

NOTE: This is a TERM appointment (not-to-exceed 4 years). Term appointments are non-status, non-permanent appointments of limited duration. Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition.
Major Duties and Responsibilities:
The primary purpose of the position is budget management for the national Million Veteran Program (MVP) and budget impacts on human resource allocation when recruiting and retaining staff across the MVP, and conducting contract management and financial administrative support.
Manages the national MVP budget by gathering the needs of all components of the MVP sites (50+) and coordinating centers consisting of numerous domains, including 826, 870, special purpose program funds and funding from other government agencies.
Coordinates and establish an annual budgetary intranet platform for all MVP sites and coordinating centers to submit their annual budget request for the following fiscal year.
Administers and monitors the distribution of funds in accordance with approved budgets and with attention to individual MVP site component requirements.
Monitors the execution of the MVP's operating budget to assure that funds are properly allocated, obligated and spent in a timely and effective manner to support program goals and objectives.
Advises and works closely with the Program Office and Office of Research and Development (ORD) budget officials in a resolution of complex problems relating to the budget execution.
Serves as a liaison and focal point of all site budgetary requests and coordinates the development of appropriate financial agreements such as Memo of Understanding (MOU), Letters of Agreement (LOA), and Clinical Research Agreement (CRA) for collaboration with non-Veterans Affairs entities.

Qualifications
To qualify for this position, all applicants must meet the following selective placement factor and minimum qualification requirements:
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.
The Selective Placement Factor for this position is: Possess budget experience within a healthcare organization/clinical research program that required you to collect, analyze, and interpret financial data and human resources regulations (forecasting staffing needs, salary adjustments, benefits, etc.) while establishing priorities when performing budget planning of multiple, funded research projects.

Minimum Qualification Requirements: Specialized Experience: You have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Typically, this work would be found within the fields of finance, budget and/or accounting; provided knowledge of, and skill in applying, budget and finance principles, practices, and methods of budget execution and knowledge of organizational structure, programs, and work methods sufficient to provide advice to staff members and management. Specialized experience includes examining budget estimates for completeness, accuracy, and conformance with procedures and regulations; analyzing budgeting and accounting reports; overseeing budget expenditures; preparing financial analyses comparing actual costs incurred; preparing reports. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Demands: The work is principally sedentary. Some work may require walking in factories, warehouses, supply dumps, and similar areas to check on inventories and the existence of, or nature of, equipment and property. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. Some employees may carry light items or drive a motor vehicle. No special physical effort or ability is required to do the work.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
