Summary
The Director of Management and Operations (DMO) supervises the full range of resource management and administrative support functions, including budgeting and financial management, oversight of administrative units, procurement, inventory control, human resources management, safety and security planning, logistics, and resource allocation. The specific Post assignment will be determined by on Agency needs and candidates are expected to maintain full worldwide availability for placement.
Duties
The DMO position reports to the Country Director (CD) and performs the following major duties:
Supervises the Administrative Unit, which consists of host-country and third-country nationals, including positions such as financial assistant, cashier, administrative assistant, general services managers and assistants, drivers, and may also include security guards or other support staff.
Manages the procurement of all goods, services, and leases to ensure proper processes and contract requirements are followed.
Certifies the availability of funds and need for all purchases in accordance with Post and Agency priorities and consistent with the approved annual operating plan.
Serves as the Agency's warranted contracting officer for overseas procurements.
Coaches and mentors Volunteers and a diverse team of professionals.
Establishes operational work priorities, develops a team approach, and evaluates performance of administrative staff.
Oversees human resources management at Post, ensuring compliance with federal regulations governing Personal Services Contracts, Agency policy and procedure, Department of State Local Compensation Plans, and applicable local labor laws.
Collaborates with the CD and Post leadership to prepare the Post's budget requests, ensuring alignment with the Agency's priorities.
Designs and implements approved operating plans and monitors Post expenditures against budget authority.
Ensures reconciliation of use of funds.
Assists in determining space needs and use for Post facilities.
Negotiates, reviews, and finalizes contractual conditions for leases.
Supervises property management systems.
Manages the use and maintenance of Post's vehicle fleet.
Collaborates with the Country Director, medical, programming and training, and security staff to address critical operational issues, including site selection, site visit protocols, Volunteer allowances, safety and security measures, and medical care for Volunteers.
Provides financial and administrative support to Volunteers including the payment of Volunteer allowances and reimbursements.
As part of the Post leadership team, establishes administrative systems that support safety and security of Volunteers.
As part of the Post leadership team, assists with preparing and responding to incidents and crises impacting Volunteers, trainees, and Peace Corps operations.

You must be a U.S. citizen and at least 18 years old.
Males born after December 31, 1959, must be registered with Selective Service (see www.sss.gov).
Prior to employment, Peace Corps will review records for Returned Peace Corps Volunteers and former employees, as required by statutes 5 USC 3322 and 22 USC 2507b.
You must submit a signed statement acknowledging adherence to the Peace Corps Conditions of Employment before your first day.
You must obtain and maintain a Top-Secret security clearance.
You must obtain and maintain a medical clearance.
This position is designated for drug testing under the Drug-Free Workplace Program. You must pass a pre-employment drug test. After hire, you will be subject to random drug testing.
You must file a financial disclosure report.
An 18-month probationary period may be required. This requirement is not applicable to current agency US Direct Hire employees who have completed a probationary period or current Experts who have served for more that 12 months.
Travel within and outside the country of assignment is required.
The initial appointment to this position cannot exceed five years.
Qualifications

Specialized Experience at the FP-02 (GS-14) Level: To qualify for this position at the FP-02 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-03 or GS-13. This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role. Specialized experience includes:
Supervising comprehensive administrative operations, including budget formulation and execution, human resources management, procurement and contracting, and property management.
Leading the implementation and monitoring of financial, contractual, and administrative regulations, policies, and reporting systems to ensure accountability, transparency, and adherence to statutory and organizational requirements.
Formulating and executing long-range and short-range plans for administrative and resource management functions to support strategic objectives and operational efficiency.
Supervising administrative teams, determining professional development needs, assessing employee performance, and managing operational crises.
Leading, supporting and coaching staff and volunteers at various career stages, including early-career professionals, to create an atmosphere of open communication, accountability, trust and belonging.
Specialized Experience at the FP-03 (GS-13) Level: To qualify for this position at the FP-03 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-04 or GS-11/12. This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role. Specialized experience includes:
Assisting in the management of administrative operations, including budget formulation and execution, human resources management, procurement and contracting, and property management.
Assisting with the implementation and monitoring of financial, contractual, and administrative regulations, policies, and reporting systems.
Collaborating with internal and external stakeholders, government agencies, and other partner organizations to provide program services, administer projects, and provide administrative support.
Leading an administrative team, providing training and direction to administrative staff.
Leading, supporting and coaching staff and volunteers at various career stages, including early-career professionals, to create an atmosphere of open communication, accountability, trust and belonging.
Education cannot be substituted for experience at the FP-02 or the FP-03 grade level.
~AND~
Selective Placement Factor: This position has one selective placement factor: Two years of international development experience working in transitioning or developing countries, or community development experience working with underserved communities in the United States. Experience may be with private sector, non-governmental organizations (NGOs), or government organizations (local, state, and/or federal). Professional experience must include either an international focus or work with US based communities where multicultural understanding is required to achieve organizational goals.

Time-in-Grade Requirements: Current or former Federal employees, including Peace Corps employees, must meet applicable Time-in-Grade requirements to be eligible for this position. For positions above the FP-09 (GS-05) level, you must have completed at least one year (52 weeks) at the next lower grade in the normal line of progression for the position to which you are applying.
All current or former Federal employees, including internal employees, must provide a copy of their SF-50(s), "Notification of Personnel Action," to demonstrate that you meet Time-in-Grade requirements. For more information, refer to the "Required Documents" section below.

Peace Corps Information:
This is a federal civilian position in the Excepted Service, and the incumbent will serve as a member of the Foreign Service.
Peace Corps employees are paid under the Foreign Personnel (FP) pay system, which differs from the General Schedule (GS) pay system. In the FP pay system, lower grade level numbers indicate higher levels of responsibility and pay. The FP-09 is the lowest, entry-level, grade and the FP-01 is the highest, senior-level, grade.
If you are a current federal employee, your agency may grant you reemployment rights in accordance with Section 310 of the Foreign Service Act, 22 USC 3950. You must request and be granted reemployment rights prior to separation from your current federal agency.
