Summary This position is in the Senior Executive Service, a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants. Duties Serve as the Executive Director, Information Technology (IT) and Chief Information Officer (CIO), DCMA. Serve as the principal advisor and assistant to the DCMA Director and Senior Leadership Team (SLT) on all aspects and management of the worldwide IT system, which provides business systems, knowledge management and service delivery for DCMA. Oversee and direct the agency's acquisition and deployment of hardware equipment, telecommunications capabilities and software applications, all of which are required for successful performance of the agency missions. Lead global, shared services, delivering stable and resilient world-class IT and services to over 10,000 geographically dispersed DCMA employees and mission partners, and approximately 40,000 external users. Direct the full realm of supervisory duties, exercising final authority for personnel actions for the IT Executive Directorate. Directs, evaluates and validates authorizing processes to assure existing and new IT systems meet cybersecurity and risk requirements. Responsible for all matters relating to IT security, system security administration, and granting authority for system operation, including network accreditation. Probationary Period: You will serve a two-year Senior Executive Service (SES) probationary period unless you previously completed the probationary period in the SES. Financial Disclosure: Senior Executives are required to comply with the Ethics in Government Act, PL 95-521, which requires submission of a financial disclosure statement (OGE-278), upon assuming the position, annually and upon term of employment. Senior Executives are required to complete a "Declaration of Federal Employment," (OF 306), prior to being appointed to determine your suitability for Federal employment and to authorize a background check. Resumes over the 2-page limit, will be disqualified. TECHNICAL QUALIFICATIONS (TQs): 1. Expert knowledge and demonstrated leadership in managing a robust Information Technology (IT) program, providing overall strategic direction to a large organization, to include policy and planning, security, systems analysis, applications software, operating systems, network services, systems administration, and customer support. 2. Expertise in the cost-benefit analysis, acquisition, implementation, sustainment, and program management oversight of Cyber Security and network operations efforts in government or industry with demonstrated experience in complying with the NIST 800-53 Risk Management Framework (RMF). A. EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2 - Driving Efficiency: This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3 - Merit and Competence: This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4 - Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5 - Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. DoD Joint Enterprise-Wide Experience Statement: In addition to qualification requirements described above, the DoD requires an Enterprise Perspective. The individual must possess the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be embedded within the resume. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant. The best-qualified candidates will be distinguished from other applicants by an evaluation panel of senior level subject matter experts and executives referencing the technical and executive core qualifications. Additional information Background Investigation: This position is designated special sensitive as defined in DoD 5200.2-R and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointment basis. This requirement may take 120 days or longer to process. The incumbent must complete a Single Scope Background Investigation (SSBI) and favorable adjudication by a determining authority and be eligible for a Top Secret clearance and access to Sensitive Compartmented Information (SCI).
