Summary
About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, Maryland.

Duties
Information is targeted to individuals having diverse interests and concerns (e.g.,the President and members of the Congress, the public at large, and especially those audiences directly affected by the command’s actions).
Maintains close working relationships representing OSD, OCJCS, COCOMs, members of the Intelligence Community, military Services, or task forces to facilitate support program policies and in the handling of sensitive areas.
Manages programs, special projects, and initiatives with responsibility for researching, planning, executing, and evaluating complex public affairs operations, programs, policies, and strategies of significant importance
Plans and schedules work in a manner that promotes a smooth flow and even distribution
Plans work to be accomplished, sets and adjusts short-term priorities, identifies need for changes in priorities, and takes action to implement such changes
Formulates policies, programs, and procedures governing Public Affairs functions related to the work of the agency
Plans and executes communication activities in support of the organization's programs, policies, operations and activities to the key publics, ensuring that all activities comply with legal and regulatory requirements and meet organizational needs
Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects.
Provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks
Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Three year trial/probationary period may be required.
The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam
The incumbent may be required to travel in military and/or commercial aircraft to perform temporary duty assignments up to 10%
The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime
This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program
As a precondition and continuing condition of employment, the incumbent of this position must agree to submit urinalysis testing on a recurring basis
he incumbent is required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical Under the DA, Drug Free Federal Workplace Program

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by:
Independently creating a variety of communication materials such as speeches, press releases, and official statements, to effectively convey important organizational messages to the media;
Collaborating with editors/reporters from various media outlets (such as newspapers, magazines, and news networks) to ensure the publication of truthful, accurate, and timely information that aligns with the organization's public messaging objectives;
Communicating the organization's messages on sensitive or controversial issues through established best practices or innovative approaches to mitigate negative public reactions or apathy
This position is in the Professional category at the Full Performance level within the CES Occupational Structure
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted
Additional information
If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment.
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
You will be required to provide proof of U.S. Citizenship.
Direct Deposit of Pay is required.
Must be able to obtain and maintain a Top Secret (SCI) security clearance. .
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
