Summary This position is located in the Casualty Support Program office (N95); Commander, Navy Installations Command (CNIC) Headquarters (HQ); Washington, D.C. Casualty Support includes the Navy Wounded Warrior Program, Navy and Marine Corps Fisher House Program and Navy Gold Star Program. The incumbent is responsible for overseeing and managing the CS HQ staff consisting of civilian and military subject matter experts. Qualifications Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate must possess the following: At least six years of specialized experience with quality-of-life program management to include development and implementation of new ideas, procedures, and processes. A qualified candidate must also possess the following: Knowledge of the CS Program principles, practices, and regulations. Knowledge of pertinent laws, regulations, policies, and precedents that affect wounded, ill, and injured service members. Knowledge of Navy and DoD policies, plans, and trends in areas such as injured pay and personnel actions, benefits, family support, and gift acceptance. Knowledge of the CNIC, DON, and DoD organizational structures and missions. Knowledge of the behavioral and organizational processes used in managing complex organizations. Knowledge of functional activities required for effective management of the CS program. Knowledge of the federal budget process. Knowledge of the policies and practices of supervision and personnel management to adjust work operations to meet emergent or changing program requirements within available resources, establish objectives and performance goals and assess progress toward their achievement, and understand and further management goals as they affect work operations. Knowledge of CNIC's EEO policy and procedures. Skill in managing, coordinating, and administering agency-wide programs. Skill in the use of various computer programs/systems including Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Skill in displaying tact and diplomacy when working/communicating with staff and personnel at various levels of an organizational hierarchy. Ability to interpret complex instructions, directives, correspondence, and to apply them to specific situations. Ability to balance change and continuity (i.e., constantly aim for customer service and program performance improvement). Ability to develop and implement a command CS strategy which integrates key command missions, program goals, and priorities. Ability to represent CNIC as an expert in CS to both internal and external representatives or customers. Ability to perform the full-range of supervisory duties. Ability to communicate orally and in writing in order to present, persuade, defend, and/or document rationale for command programs and plans. Education This position does not have a positive education requirement. Additional information Salary is dependent on experience and/or education. Offered salary is inclusive of duty location locality pay. Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period. Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required. We utilize E-Verify to confirm selectee's eligibility to work in the United States.
