Summary
The Department of Energy is looking for an experienced and driven Senior Executive Service (SES) professional to take on the role of Deputy Manager at the Carlsbad Field Office. In this position, you will support the Manager by overseeing, planning, and coordinating transuranic waste program initiatives throughout the DOE complex. You will also lead a federal team made up of engineers, scientists, and other support staff as they carry out activities related to the transuranic waste program.

Duties
As the Deputy Manager, Carlsbad Field Office (CBFO), you will:
Serve as the alter ego of the Manager (a Senior Executive Service position), acting as a liaison between Department of Energy (DOE) and Environmental Management (EM) organizations.
Establish the internal organizational structure, identify staffing needs, and designate delegated authorities essential for CBFO to fulfill its responsibilities. Key areas include contracting and procurement, strategic planning, transuranic waste integration, experimental program oversight, implementation of specialized evaluations for the transuranic program, compliance and technical support, and performance assessment and testing of CBFO activities.
Support the Manager in guiding organizational operations and formulating strategic plans informed by comprehensive assessments and evaluations of long-term objectives. Identify areas requiring significant improvement, develop corresponding initiatives, and oversee their implementation.
Support the EM Strategic Plan by evaluating transuranic waste inventories, characteristics, conducting systems studies, and performing engineering and treatment alternative analyses. Additionally, assist with transuranic waste systems planning and execution.
Oversee and execute headquarters policy, supervise planning, and manage activities related to transuranic waste disposal. Evaluate project management plans, quality assurance, environmental protection, design, construction, operations, permitting, security to ensure efficient waste facility operations.
Ensure all transuranic mixed waste accepted at WIPP complies with Federal, State, and local laws and regulations, and matches the criteria of the TRU Waste Characterization and Certification Program.
Establish criteria and set priorities for transuranic waste management planning, budgeting, financial controls, and forecasting methods as agreed upon with DOE EM. Facilitate effective coordination and integration across all designated areas, waste facilities, generator sites, and contractors.
Lead effective engagement with top officials across federal, state, and local governments, and represent the organization to Congress, agencies, industry leaders, and senior advisory panels.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Executive ability to successfully manage and/or oversee large and complex commercial and/or government facilities that handle chemical, petroleum, hazardous and/or radioactive materials and ensure performance and operations expectations are met.
TQ 2: Ability to work effectively with a diverse group of stakeholders (general public; public interest groups; local, state and national bodies; political delegations and staff; etc.) to achieve mutually acceptable solutions to complex and contentious issues.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs:
ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.
