Summary
This position is located within the Office of Industrial Base Resilience (IBR), supporting the Warfighting Investments, Resourcing and Execution (WIRE) directorate and Innovation Capability and Modernization (ICAM) portfolio. The incumbent plays a critical role in strengthening the competitive posture and long-term resilience of the U.S. Defense Industrial Base (DIB) in alignment with the National Defense Strategy.

Duties
This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with FRN Vol. 82, No 216 dated 11/9/17, (Acq-Bus and Tech Mgmt) Section II.B.4.b, AcqDemo Direct Hiring Authority (DHA) for acquisition and non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.

Incumbents typical work assignments may include the following:
Leads cross-functional teams composed of agency, interagency, industry, and allied representatives to develop mitigation strategies and implement industrial policy and investment initiatives.
Analyze the impact of industrial policy on defense systems, munitions, and emerging technologies, and drafts recommendations for legislation, Executive Orders, DFARS rulemaking, and prohibited sourcing guidance.
Advise senior leadership on Planning, Programing, Budgeting and Execution (PPBE) matters affecting industrial base readiness, workforce dynamics, and program transitions, evaluating budgetary impacts on supply chain resilience.
Prepare high-impact reports, briefings, and decision-support materials for Congressional inquiries, senior leadership meetings, acquisition milestones, and industry forums.

Must be able to obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information (SCI).
This position requires you to submit a Financial Disclosure Form (OGE 450) upon appointment.
The position will require travel up to 10%.
A probationary period of one year may be required for this position.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
You may qualify at the NH-4 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-3 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: conduct data-driven industrial base analyses; Identify, assess, and define supply chain risks, vulnerabilities, and fragilities across major and sub-tier suppliers to inform stakeholders; define industrial base health metrics and integrating supply chain risk management, geopolitical intelligence, economic indicators, and acquisition/PPBE data to inform policy and investment strategies
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
