Duties
Receive approved fund targets for assigned account(s) and allocates funds to individual organizations or Cost Centers.
Perform routine Budget Analyst functions for one or more funds for the Medical Treatment Facility Fort Irwin Community Hospital.
Report the need for transfer of funds between Cost Centers under the same budget account and between WBS elements.
Identify the need for reprogramming between functional areas, Budget Activity Groups (BAG) and/or Sub-Activity Groups (SAG), and line item and object class.
Review estimates to ensure that amounts requested are within established guidelines.
Monitor the budget to verify the propriety of obligations in supply/equipment purchases, travel expenditures, and contract expenditures by recommending allocations, monitoring expenditure rates, and keeping costs in limitations.
Use the funding program to input and adjust all purchase requests (PRs) and purchase orders (POs) of several different types and build/fund elements.
Maintain and monitor status of actual versus planned obligation actions.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
A Personnel Security Investigation is required
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
This position requires Financial Management Certification Level 2 within 2 years of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: One year of specialized experience providing routine financial analytical and advisory services to managers; assisting in making cost estimates or formulating and preparing the annual budget estimates; and using budget and financial analysis software. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business management, finance, or accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

One year trial/probationary period may be required.
Direct Deposit of Pay is required.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

Position is designated as Mission Essential. The incumbent will be required to report to work during times of contingency operations, natural disasters, extreme weather or other emergency situations.
