Summary The Department of Housing and Urban Development (HUD) is seeking highly qualified individuals who are willing to meet the challenges of public service and support our mission. The HQ-Washington, D.C. office is anticipated to relocate to Alexandria, Virginia. Applicants selected for the Washington, D.C. duty location may be required to report to the Washington, D.C. office upon entry on duty and subsequently transition to reporting to the Alexandria, Virginia location. Duties The Deputy Assistant Secretary (DAS) for Public Housing and Voucher Programs (PHVP) reports directly to the Assistant Secretary (AS) for Public and Indian Housing (PIH). The DAS is authorized on behalf of the Assistant Secretary to supervise the development, implementation, and management of PHVP funding programs, including but not limited to public housing operating subsidies, housing choice and special purpose vouchers, grants for public housing drug elimination, resident organizations, management, and involvement opportunities, economic self-sufficiency, and elderly service coordinators. In addition, the incumbent oversees the development and administration of PHVP program operating policies and regulations, program budget allocations and distribution formulas, PHVP program training and technical assistance, and special initiatives as directed by the AS. The incumbent is also responsible for providing representation within the Department (headquarters and field), among federal agencies, and outside organizations, such as public housing agencies, resident organizations, boards, committees, public-private task forces, special commissions, and other external bodies as it concerns PHVP areas of responsibility. The incumbent of this position must have an extensive knowledge of housing vouchers, and moderate rehabilitation programs, as well as all HUD programs that interface with the Division for which he/she is responsible. In addition, the incumbent must understand how Headquarters organizations interface with public housing agencies, HUB Offices, Processing Centers, Storefront Offices, and program participants involved in PIH programs. Major Duties: The incumbent serves as principal advisor to the Assistant Secretary on the development and management of the aforementioned public housing voucher programs and policies of the Department, including strategies necessary to achieve the mission of the Office of Public and Indian Housing. The incumbent is responsible for the direction and overall supervision of the Offices of Public Housing and Housing Voucher Programs. These offices include the following divisions. The Office of Public Housing Programs The Public Housing Financial Management Division - which develops policies, standards and procedures pertaining to the operating fund and its financial management by Public Housing Agencies (HAs), as well as modeling and technical assistance related to the operating fund. The Division tracks and assesses HA needs vis a vis the performance funding system (PFS) and produces regulations, guidance and training pertaining to income generation and retention by Has, and the calculation of allowable expense levels under the PFS, or successor systems. The Public Housing Management and Occupancy Division - which develops occupancy policies, standards and procedures pertaining to methods and administrative requirements for public housing, management and operations, policy for public housing and Family Self-Sufficiency Programs. Welfare to Work, and tracking and analyzing multifamily tenant characteristics for occupants of public housing. This Division, furthermore, oversees the review, approval and/or denial of designated housing plans submitted by HAs. Office of Housing Voucher Programs The Housing Voucher Financial Management Division - which is responsible for the implementation, management, and monitoring of all financial aspects of the rental certificate, voucher, and moderate rehabilitation programs. Responsible for tax credit cases involving subsidy layering. Determines funding requirements for renewals of expiring Annual Contributions Contracts and amendment funding requirements in connection with the federal budget. The Housing Voucher Management and Operations Division - which is responsible for developing, implementing, and evaluating policies, standards and procedures for maintaining compliant performance and best practices by public housing agencies and for the administration of tenant-based housing voucher programs. The Division develops and supplies training and technical assistance and produces regulations and guidance for monitoring and improving the delivery of public housing voucher programs. The Division is also responsible for the Section eight Management Assessment Program and near troubled PHAs. The Financial Management Center - which is responsible for reviewing and approving all financial documents relating to housing vouchers administered by housing agencies and private entities such as management agents and owners. Ensures the accuracy of automated systems (i.e., HUDCAPS, TRACS, MTCS, PAS, etc.). Perform other duties as assigned. Requirements Conditions of employment Must be a U.S. Citizen or National of the United States. Qualifications As a basic requirement for entry into the senior executive service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising many employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature is at the GS-15 or equivalent level in the federal service or its equivalent in the private sector. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy these technical qualifications. MTQ 1: Demonstrated experience in implementing laws, policies, regulations, and programs in support of national programs and operation activities pertaining to public and assisted housing programs. MTQ 2: Demonstrated experience reviewing and approving all financial documents relating to housing operations and oversees the development and administration of housing program policies and regulations and program budget allocations. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification (MTQ) requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 2 - DRIVING EFFICIENCY: This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. (Competencies: Fiscal Responsibility, Managing Resources, Leveraging Technology). ECQ 3 - MERIT AND COMPETENCE: This core qualification involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. (Competencies: Technical Skill, Problem Solving, Agility and Resilience). ECQ 4 - LEADING PEOPLE: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. (Competencies: Accountability, Developing Others, Executive Judgement). ECQ 5 - ACHIEVING RESULTS: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. (Competencies: Operational Mindset, Innovation, Strategic Thinking). Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you MUST attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES. A method to present demonstrated evidence of the ECQs and MTQs is to use the C - C - A - R model (Challenge / Context / Action / Results): 1. Challenge - Describe a specific problem or goal. 2. Context - Talk about the individuals and groups you worked with, and/or the environment in which you worked to tackle a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale). 3. Action - Discuss the specific actions you took to address a challenge. 4. Results - Give specific examples of the results of your actions. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Note for Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize any employment offers made to current or former (within the last 5 years) political appointees (i.e., Schedule A, Schedule C, or Non-career SES employee, or Presidential Appointee employee in the executive branch).
