Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The purpose of this position is to perform crisis intervention, risk and clinical assessments, case management, command consultation and administrative tasks to prevent and treat child and spouse/intimate partner abuse serving various beneficiary groups.

Duties
Works independently as a licensed clinical social worker and uses advanced concepts, principles, procedures, practices, professional knowledge and sound judgment to carry out the clinical social work component of the Family Advocacy program (FAP).
Obtains relevant data from legal, investigatory, medical, command, social service agencies, schools, resource programs, etc. to compiles information and present for a determination of abuse or neglect to the FAP Case Review Committee (CRC).
Performs crisis intervention services and appropriate triage to assist in the protection and safety of victims and Families.
Develops treatment plans based on identified problems, psychosocial factors and treatment capabilities.
Uses knowledge of advanced concepts, principles, procedures, and practices related to the Family Advocacy Program (FAP).

Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.
Direct deposit of pay is required.
U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
A Personnel Security Investigation is required
This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
All Health Care Providers must be able to obtain and maintain current Basic Life Support (BLS) training and certification that is sponsored or endorsed by the American Heart Association (AHA).
Current Advanced Life Support or other advanced certification does not supersede BLS completion.
This position is a Testing Designated Position (TDP) subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
The incumbent may be required to testify before agencies and/or in court.
The incumbent must maintain credentials as an independently licensed clinical social worker. Must fulfill continuing education requirements for ongoing education on domestic violence and child abuse as well as for licensing requirements.
The incumbent may be required to work after hours on-call at the military treatment facility emergency room.

MILITARY RETIREES: A retired member of the Armed Forces may not be appointed to a civilian position in DoD (including a non-appropriated fund position) within 180 days after retirement [** unless the following conditions have been met: the Secretary concerned authorizes the appointment; or the position is authorized special pay under 5 U.S.C. 5305; or a state of national emergency exists].
MILITARY SEPARATED (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. Applications will only be accepted from members of the Armed Forces that indicate they are immediately appoint-able within 120 days.
If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Your overseas time served will not reset upon accepting this assignment.
If you have returned from OCONUS within the past 2 years or less, your time previously served in the OCONUS area will be credited to your 5 year overseas rotation upon accepting this assignment.
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Social Worker (Family Advocacy):
Degree: Master's degree (or higher degree) in social work from a school accredited by the Council on Social Work Education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes in a family advocacy environment, assessing incidents of abuse, providing counseling to victims or abusers, and developing treatment plans for those involved in abuse. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
AND
Licensure/Certification: This position has a licensure requirement. You must provide a copy of your current, active, valid, and unrestricted clinical license to practice Social Work independently offered by a U.S. State, District of Columbia, Commonwealth, territory, or jurisdiction.
AND
Selective Placement Factor: This position requires 2 years of experience working in the field of child abuse and domestic abuse.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. This is a Medical Career Field position.
Locality pay does not apply in the overseas area.
If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits. If you believe you may be affected by these laws and agreements, you should familiarize yourself with relevant information and direct questions concerning a specific country (Foreign Duty Location) to the appropriate Army Human Resources point of contact prior to the acceptance of employment and your entrance on duty.
The initial length of this overseas tour is 36 months.
