Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a pay banded position. The NH-03 band encompasses grades 12 and 13 under the General Schedule (GS) system. One year probationary period may be required. Financial Management Certification: Level 2 required. Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. Selectees must meet position requirements for certification at Level II (Practitioner) in the Acquisition Career Field (Business-Cost Estimating) within 60 months of entrance on duty. You will be required to provide proof of U.S. Citizenship. This position requires Financial Management Level 2 certified position must be able to obtain certification within 24 months of appointment. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Education Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Specialized Experience: One year of specialized experience which includes: (1) analyzing mission requirements to determine cost parameters of major weapon systems; (2) developing cost estimates to support program management needs; and (3) maintaining program office cost estimates to meet the organization mission. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
