Summary This position is located in the VA Medical Center (VAMC), Environmental Management Service (EMS), Lebanon, Pennsylvania serving in the overall decision-making, policy development and resource planning for the management of the service. The position performs administrative functions including administration, human resources management, budget and finance, management analysis, office support services, document control, logistics, and a variety of related administrative matters in support of EMS. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Major duties and responsibilities include: Oversees a variety of administrative programs, including the distribution and dissemination of incoming mail, internal controls, records management, publication and forms management, and timesheets. Directs administrative support services to ensure that inquiries, correspondence, and actions for Environmental Management Service (EMS) are addressed appropriately. Implements administrative policies and procedures for EMS; proposes limited improvements to administrative directives and policies. Manages procurement and contracting for EMS. This may include preparing procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement and contracting records. Drafts and/or reviews all contract proposals and agreements to assure accurate budgetary, personnel and administrative arrangements. Provides advice to management and staff on contracting and procurement policies and issues. Performs budgeting and financial management for EMS. This includes budget formulation, justification, and execution; financial management; and financial reporting. Provides advice to EMS leadership on budgetary and finance issues. Maintains awareness of and information about the overall status of financial resources for EMS in order to react to changing situations with timely recommendations. Participates with EMS leadership in defending the budget before senior level management. Interacts and negotiates on adjustments or reprogramming in support of major program changes or requirements. Reviews for financial impact. Advises management officials, supervises, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits and related areas. Ensures that performance ratings are submitted in a timely manner in accordance with regulatory guidelines. Exercises human resources responsibility by initiating request for recruitment, interviewing and selecting employees, complying with Equal Employment Opportunity (EEO) objectives; planning and assigning work, and maintaining accurate and current position descriptions. Qualifications IN ORDER TO QUALIFY FOR THIS POSITION AT THE GS-7 LEVEL YOU MUST MEET THE FOLLOWING REQUIREMENTS: SPECIALIZED EXPERIENCE GS-7: You must possess one (1) year of specialized experience, equivalent to the GS-5 level in the Federal service, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this Administrative Officer position to be filled. Specialized experience for the position includes experience in assisting with budget execution functions and finance; performing office support services such as records management, publication/forms management and timesheet completion; assisting with the acquisition of resource materials and equipment. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.) ~OR~ SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-7: You must have successfully completed one (1) full year of graduate level education that included coursework that is directly related to the specialization of the position to be filled. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. . (related to the position) from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Administrative Officer position. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. .
