Summary
You will serve as a Financial Management Analyst at the GG-11 grade level with Navy Information Operations Command, Georgia (Fort Gordon, GA).

Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will formulate budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will develop, determine, and interpret budgetary policies and practices.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
You will review and evaluate budget requests and control/report obligations and expenditures.

You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
Males born after 12-31-59 must be registered for Selective Service.
This position may require a 2-year DCIPS Trial Period.
This position may require a polygraph examination.
PPP applicants must currently hold the required security clearance.
This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience. Specialized experience must demonstrate the following:
Formulation of budget and estimates to support plans, programs, and activities; review and evaluate budget requests, control and reporting of obligations and expenditures.
Provide information about, and interprets standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations.
Work in connection with accounting systems; analytical, forecasting, and interpretive functions associated with the management and control of resources or funds.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Completion of a Ph.D. or equivalent doctoral degree.
OR
Completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
OR

OR
You have a combination of experience and graduate level education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.
