Summary This position is located in the Small Business Administration, Herndon National Guaranty Purchase Center in Herndon, VA. The incumbent delivers diverse services to a wide array of stakeholders within and outside the agency, which are related to a large portfolio of government guaranteed loans accurately characterized as complex commercial transactions. The Center manages a large staff and is organizationally complex. Learn more about this agency Duties As a/an Supervisory Loan Specialist at theGS- 1165-14, some of your typical work assignments may include: Serves as a supervisor responsible for managing and directing the guaranty purchase review process for 7(a) loans received by the Center. Provides motivation to individual employees and encourages them to be full participants in accomplishing their work and meeting time requirements. Ensures that high level of customer service is provided. Provides essential feedback to team members on progress towards goals and job performance. Makes recommendations for promotion, awards, or other personnel actions affecting individual employees. Manages and directs the daily operations of the Guaranty Purchase Division with special emphasis on program effectiveness and maximum Center goal attainment. These programs include lender relations, loan processing, management assistance, international trade, supporting legal, administrative services, human capital and information technology. Participates in and/or resolves difficult case problems in the processing/pre-closing servicing of loans, which includes difficult determinations involving potential loan restructuring or denials. Reviews team members' recommendations and determines when any reasonable collection efforts have been exhausted and makes final recommendation that a loan be charged-off. Serves as a technical expert and resource for the full range of collection, servicing, and liquidation activities procedures associated with commercial loans. Interfaces verbally and in writing with Lenders, SBA offices and senior Headquarters officials. Maintains close and effective working relationship with Headquarters, Regional and District officials concerning loan processing and pre-closing servicing actions. Communicates effectively with members of the general public, banking industry, legal, and other professionals and representatives. Provides well written reports and documentation as needed in the performance of incumbent duties. Qualifications GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector performing the following tasks: (1) processing and underwriting commercial and business loans to include cash flow and repayment ability and collateralization; and (2) servicing and/or liquidating commercial and business loan assets; and (3) determining if commercial or business loans are fully liquidated and all possible recoveries have been achieved; and (4) leading, managing and mentoring a team and overseeing workflow and work processes. You will receive credit for all qualifying experience, including volunteer experience. Generally, time in Non-Pay status as a federal employee is not creditable towards the specialized experience requirement listed above.
