Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located with the Directorate of Public Works, Fort Campbell, KY. Learn more about this agency Duties Serves as a Housing Manager located at an Army garrison responsible for direct, on-site management, administration and implementation of projects, facilities, or complexes in support of the housing management program(s). Assists the supervisor, in developing overall installation plans and procedures and development of short and long range barracks sustainment, restoration, modernization, or replacement projects. Assists with determining requirements and maintains data for new or replacement furniture, appliances and equipment in accordance with established criteria or authorizations. Assisst with providing oversight of all UH related activities including utilization, day-to-day operations, and ensures accountability of government issued furnishings and appliances. Utilizes enterprise Military Housing (eMH) database regarding Unaccompanied Housing (UH) and Furnishings Management. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent may be required to serve a probationary period. Incumbent is required to obtain and maintain a valid state driver’s license and any installation and/or DoD license required for the type of vehicle being driven. Temporary Duty Travel (TDY) may be required occasionally. Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:1) Updating databases and reports that track occupancy maintenance and repair projects; 2) Works as a member of a team to manage barracks by monitoring housing facility operations for quality and performance; 3) Completing inspections of barracks and furnishings to determine housing compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: housing management, management, real estate, property management, asset management, facilities management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
