Summary
The Rehabilitation Counselor - Mentor/Trainer is assigned to VHA Vocational Rehabilitation Services (VHA Voc Rehab) within the Syracuse VA Medical Center. This position involves both Mentor Trainer responsibilities and direct clinical care consisting of a limited Supported Employment caseload. Rehabilitation Counselors work with persons who experience functional impairments and disabilities associated with mental health, physical, and/or psychosocial challenges.

Duties
Rehabilitation Counselors work with persons who experience functional impairments and disabilities associated with mental health, physical, and/or psychosocial challenges affecting employment, independent living, or personal adjustment. This includes utilizing various professional counseling and clinical modalities to promote and support optimal functioning, independence, personal adjustment, adaptation to disability, community reintegration, and recovery. Rehabilitation Counselors work with an interdisciplinary team to provide and coordinate a wide range of rehabilitation counseling services to Veterans with disabilities, including assessment, counseling and case management services, development of rehabilitation plans, and assistance in attaining and maintaining employment, independent living, and attaining personal goals. Serves as a Rehabilitation Counselor, Compensated Work Therapy - Supported Employment (CWT SE) Mentor Trainer on SE services within the Veterans Integrated Service Network (VISN).
Duties include but are not limited to:
Provides training, guidance, consultation, and facilitation to VISN-wide or national SE providers on recovery-oriented rehabilitation services, evidenced-based, and evidence informed services related to Individualized Placement and Support (IPS) models within supported employment.
The incumbent also assists with expansion of supported employment programs and provide guidance on the establishment of new evidence-based CWT SE services.
Develops curricula and uses teaching methods contextualized for adult learning styles.
Determines the areas of training needed and skill requirements.
Assesses and makes recommendations addressing the training needs of CWT SE providers on the strategies and practices of evidence-based models used to meet the objectives of the Veteran.
Communicates regularly with the VHA Voc Rehab Supervisors within the VISN about the programmatic needs of CWT SE staff and the implementation of services.
Applies and teaches principles and practices of the evidence-based models of Supported Employment by engaging others in multiple training methods including hands-on, virtual, and telephone trainings.
Participates in and/or facilitates regularly scheduled CWT SE clinical conference calls and the national mentor trainer meetings.
Reviews outcome data and discusses data implications for the delivery of employment services within the VISN learning community of CWT SE providers.
Creates and leads learning communities consisting of all CWT SE providers by developing workshops, scheduling guest speakers, providing consultations, facilitating discussions on email groups, sharing resource materials, and facilitating networking among VISN CWT SE sites.
Clinical Duties include but are not limited to:
Provide a variety of rehabilitation services using counseling practices and evidence based and informed modalities to aid Veterans with severe disabilities in achieving competitive employment, educational, and independent living goals. These rehabilitation services involve personal adjustment counseling, therapeutic rehabilitation interventions and case coordination services, and professional counseling practices.
Provide clinical expertise through the timely application of therapeutic interventions, case coordination, crisis intervention, interdisciplinary team consultation, rehabilitation plan development, and ongoing assessment and job development practices.
Work Schedule: 08:00-16:30 Monday- Friday, EST.
Telework: Ad-hoc will be determined with Supervisor.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: (See below for GS-12 education requirements)
(1) A master's degree in rehabilitation counseling or clinical rehabilitation counseling from a rehabilitation counseling program accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP). If the applicant's degree was granted prior to July 1, 2017, the program must be accredited by the Council on Rehabilitation Education. OR
(2) A master's degree in counseling or clinical rehabilitation counseling from a college or university accredited by a national or regional accrediting body accredited by Council for Higher Education Accreditation (CHEA). OR
(3) A master's or doctoral degree in a related field of study with course content that emphasized rehabilitation, counseling, disability, therapy, health, employment, wellness, or human development from a college or university accredited by a national or regional accrediting body accredited by CHEA. OR
(4) Foreign graduates with a degree acceptable by the Commission on Rehabilitation Counselor Certification (CRCC). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Certification: Current, full and unrestricted certification as a certified rehabilitation counselor (CRC) from the CRCC to practice vocational rehabilitation counseling.
Grandfathering Provision: All individuals employed as RCs within VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series, and grade held including positive education and certification. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
(1) They may be reassigned, promoted up to and including the journeyman level (full performance level), or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
(2) If a RC who was retained under this provision leaves the occupation, the employee will lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
(3) RCs initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard, must maintain the required credentials as a condition of employment in the occupation.
(4) RCs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
Grade Determinations:GS-12
Experience. Completion of one year of professional experience equivalent to the next lower grade level directly related to the position being filled.
OR
Education. A doctoral degree in rehabilitation counselor education or related field (e.g. rehabilitation psychology) from a CACREP accredited institution or from an institution accredited by a national or regional accrediting body accredited by CHEA.
Demonstrated Knowledge, Skills and Abilities. In addition to the experience above, the candidate must demonstrate all the following KSAs:
(a) Ability to apply and teach principles and practices of the evidence-based model of individual placement and support, supported employment (IPS, SE), by engaging others in multiple training methods including hands-on, virtual and telephone trainings, utilizing excellent consultative, facilitative and organizational skills as well as coaching/listening skills.
(b) Ability to conduct in person coaching, develop community-wide learning events, and lead mock SE fidelity reviews to provide feedback regarding SE program services and adherence to the SE model.
(c) Skill to apply principles and practices of IPS, SE, psychiatric rehabilitation and recovery principles, customized employment and fidelity scale measures to successfully engage Veterans and care providers in the rehabilitation process.
(d) Skill to apply advanced counseling skills, crisis intervention and personal and family counseling to intercede on behalf of Veterans, their families and significant others needing specific assistance with employment, housing and finances.
Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Serve as a CWT-SE trainer. Expand and guide VISN-wide recovery-oriented rehabilitation services within existing CWT-SE sites and/or provide training and guidance on establishment of new evidence-based CWT-SE programs. Develop curricula and uses teaching methods contextualized for adult learning styles. Lead learning communities consisting of all SE providers by developing workshops, scheduling guest speakers, facilitating discussions on email groups, sharing resource materials and facilitating networking among VISN SE sites. Participate in and/or facilitate regularly scheduled SE clinical conference calls and the national mentor trainer meetings. Review outcome data and discuss data implications for the delivery of employment services with the VISN learning community of SE providers. Organize training events on CWT-SE services. Lead other CWT-SE programs on best practices, use of fidelity scale to guide service delivery and in the analysis, development and implementation of the IPS, SE model as directed by VA Central Office (VACO). Disseminate communications with supervisors and staff of CWT-SE, provide technical assistance to staff and managers and collaborate with programs to prepare for periodic fidelity reviews and accreditation surveys.

The full performance level of this vacancy is GS-12.
Physical Requirements: Work is sedentary but also demands standing, walking, bending, twisting, and carrying light items. The incumbent operates a government vehicle as part of their job and could be required to transport Veterans in a government vehicle. A valid state issued driver's license and successful completion of a physical fitness exam for motor vehicle operators by the VA Employee Health Office is required.
