Summary This position may be filled using Direct Hire Authority: Z5CAV/Direct-Hire Authority (Certain DoD Personnel) PL 118-31, Sec 125OB (i)(2), 12/22/2023. This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated August 12,2024. This position is part of the Defense Threat Reduction Agency. Learn more about this agency Duties As a IT PROJECT MANAGER (SYSANALYSIS) at the GS-2210-13 some of your typical work assignments may include: Lead and manage the entire lifecycle of IT software development projects, ensuring solutions are delivered on time, within budget, and in compliance with DTRA and DoD guidelines. Serve as the primary liaison between stakeholders, technical teams, and direct (GS-15/O-6), and senior (SES/FO) leadership, translating complex requirements and communicating project status, risks, and strategic alignment. Direct the requirements lifecycle by eliciting, analyzing, and translating complex operational needs into clear, testable user stories for Agile/DevSecOps development teams. Provide high-level technical advice and strategic guidance for the DevSecOps portfolio, shaping the technical vision, architectural standards, and innovation roadmap. Oversee the design, construction, and maintenance of secure, automated CI/CD pipelines, and manage the enterprise software development toolchain to enable continuous delivery. Deliver technical quality control for all projects by reviewing and approving technical specifications, enforcing security standards, and resolving system integration challenges. Develop budget recommendations and manage resources by evaluating IT infrastructure needs, creating cost estimates, and supporting market research for emerging requirements. Must be able to obtain and maintain a TOP SECRET w/SCI security clearance. Must consent to and pass pre-employment drug testing and be subject to periodic drug testing thereafter. Overtime/compensatory time may be required to accommodate operational needs of the organization. This is an Acquisition Workforce position in the Engineering and Technical Management functional area. The incumbent will be required to become certified in the Practitioner tier within 2 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years. Upon entering this position, you must maintain 8140 compliance by qualifying foundationally within 9 months, and residentially within 12 months, as referenced in DoDM 8140.03. Qualifications You may qualify at the GS 14 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Leads and manages all aspects of software development projects within a fast-paced, secure environment, ensuring compliance with DTRA and DoD guidelines from inception and market research through final customer acceptance. Guided cross-functional teams using a strong understanding of Agile and development, security, and operations (DevSecOps) principles to facilitate continuous integration, continuous delivery (CI/CD), and deliver high-quality, secure solutions. Serves as a technical advisor to shape the organization's technical vision, architectural standards, and innovation roadmap, providing strategic guidance to senior stakeholders on major information management programs. Acts as the crucial link between technical and non-technical teams by translating complex operational needs into clear, concise, and testable user stories for development teams. Manages comprehensive cost estimates and delivers strategic briefings on project approach, progress, and outcomes to senior leadership (GS-15/O6) to support high-level decision-making. Owns and manages the enterprise software development toolchain, including the design, build, and maintenance of secured, automated CI/CD pipelines and the deployment of containerized applications (IaC). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
