Summary
About the Position: This position is with the Defense Health Agency, Defense Health Network East. It is located at the Martin Army Community Hospital within the Directorate of Resource Management located at Fort Benning, Georgia.
A recruitment or relocation incentive may be authorized.

Duties
Perform analyzes and establish targets/goals for selected program elements based on guidance from higher headquarters, supervisor, executive program and budget activity committee and historical data.
Monitor, analyze, and research contract, supply, Temporary Duty (TDY), credit card and other expenditures versus fund availability to ensure sufficiency.
Manage various assigned accounts and special programs; establish target and coordinate program with department chiefs, resource advisors, Defense Health Agency and Accounting personnel within the organization.
Assist in organizing and preparing final documentation of designated program elements for inclusion in the overall budget presentation to command elements.
Represent the Program and Budget Chief and the Resource Management Division Chief at various meetings and functions which require a comprehensive knowledge of the budgetary process.

This position is subject to a background investigation to determine your suitability for Federal employment. A Personnel Security Investigation is required.
This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment.
Failure to obtain and maintain the Finacial Management certification within the required time may subject the incumbent to adverse action.
This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes reviewing financial reports to identify deviations from set policies or procedures; monitoring balance of funds and expenditures within a budget; providing transaction data reports; and utilizing automated systems to enter and retrieve data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, or Budget.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
