About the Position: This position supports the mission of the Defense Health Agency Safety Branch and is located in Falls Church, VA.

Duties
Plan, organize, and conduct agency-wide comprehensive inspection activity.
Evaluate the effectiveness of occupational safety requirements in the work environment.
Assess the degree of compliance with applicable regulation and standards.
Develop changes and modifications to a broad range of work processes, equipment operations, and protective devices to minimize injuries to employees and damage to agency property.
Participate in planning and executing special safety inspections or evaluations in chemical/biological safety and other assigned program areas involving difficult problems or controversies.
Develop curriculum and agency-wide educational effort for directors and employees in occupational safety and health regulations, practices and procedures.
Consult and manage user agreements with other agency experts (e.g., industrial hygienists, physicians, environmental engineers, etc.) in the resolution of difficult environmental hazards and the development of safety guidance and procedures.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position, which includes developing or managing comprehensive occupational safety and health programs; overseeing the implementation of safety policies, technical standards, or compliance codes across diverse operations; and directing scheduled facility-wide safety inspections or hazard identification systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest.

Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

Salary includes applicable locality pay or Local Market Supplement.

Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
The work requires evaluation of field sites and a wide variety of physical structures necessitating frequent walking, prolonged standing and occasional climbing.
Regular and recurring survey and inspection work exposes the safety and occupational health manager to industrial shop conditions where there are moving machine parts, acid fumes, irritant chemicals, and high noise levels.
