Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Information Technology Directorate, IT Business Division, Charlottesville, VA 22911.

Duties
Serves as Division Chief within the Information Technology Directorate, with responsibility for leading the Business Division in the strategic planning, execution, and oversight of enterprise IT initiatives.
Directly performs complex program and project management duties while supervising subordinate managers and senior technical professionals across project management, customer support, procurement, and governance.
Develops and executes complex, multi-year IT acquisition strategies and contract oversight frameworks to streamline the procurement lifecycle and ensure the timely delivery of enterprise-scale technology solutions.
Directs the division's participation in the Planning, Programming, Budgeting, and Execution (PPBE) process, developing robust justifications to secure future-year funding for critical IT capabilities.
Advises the IT Director on divisional priorities, policy implementation, and emerging technology trends, directly contributing to enterprise-wide decision-making and strategic direction.
Determines appropriate IT products and services (infrastructure and cloud, platforms and applications) in collaboration with customers to define project scope, requirements, and deliverables.

Manages personnel and budget resources to optimize operational performance, ensure accountability, and maintain mission alignment.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-14)
Specialized experience is defined as:
Experience in orchestrating enterprise-level IT operations and multi-million dollar investment portfolios AND
Experience in enterprise-wide modernization programs AND
Experience in translating capability gaps into strategic acquisitions and championing secure cloud and service management frameworks AND
Experience in empowering multidisciplinary teams to deliver highly available mission capabilities on schedule and within budget.

This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
Must be able to obtain and maintain a TS/SCI/SBI security clearance.
Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1, 15 May 2008).
This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
