This position is part of the Western Area Power Administration. As a IT Specialist (SYSANALYSIS/APPSW), you serve as a business systems analyst and technical expert.

The incumbent must be able to obtain and maintain the required DOE/WAPA certification to serve as a Contracting Officer Representative (COR) or Contracting Officer Technical Representative (COTR). Incumbent is required to submit a Confidential Financial Disclosure Report (OGE Form 450), upon entering the position and annually.
Qualifications
Applicants must demonstrate that they meet both the Basic Competency Requirements (A) AND Specialized Experience requirements (B) as noted below.
A. Basic Competency Requirements: You must possess IT-related experience demonstrating each of the four competencies as defined:
1)Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
2) Customer Service - Works with internal and external stakeholders to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations?
B. Specialized Experience:GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (5) duties listed below:
Develop or support software, data integration, and/or commercial off the shelf (COTS) software applications for client-server and/or web/cloud-based applications;
Gather customer requirements and/or analyze current systems and new technologies to provide recommendations to customers;
Assist in the development and/or administration of policies, standards, specifications, guidelines, or procedures governing IT management;
Provide day-to-day support for assigned systems or modules, to include development of reports and/or module extensions for the purpose of additional functionality, reconciliation, or data integration with other applications; (Examples of such applications include Power Transmission Billing Systems, Power Repayment Study Systems, Power plant generation management systems, Energy Trading Resource Calculator type systems, Power Marketing Contracts Systems, Power Marketing and Power Operations commercial off the shelf (COTS) type systems for energy trading, energy operations, energy transmission and tracking generation, loads and metering, TIBCO enterprise integration type systems and internal/external facing web and webservice portal type systems)
Lead IT projects to design, develop, and/or implement new systems or major enhancements to existing systems.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Permanent Change of Station (PCS) costs are not authorized.
This position may be eligible for creditable service towards annual leave. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. DOE may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
This position may be eligible for Remote (Restricted) work after serving 90 days in the position. If interested, the selected employee will work with their supervisor regarding their eligibility. Remote (Restricted) requests are approved on a case-by-case basis. Remote (Restricted) work requires an employee's Official Remote Worksite to be located within 50 (road) miles of an approved WAPA Office Worksite, as identified in the announcement. Under this arrangement, the employee is not required to report to a WAPA Office Worksite every pay period but will be required to do so with some regularity.
