Duties
Serves as a program specialist within assigned Army Child, Youth and School (CYS) Services Division. s to develop plans and operational materials for Army-wide implementation of child and youth programs. Provides administrative, logistical, and technology support in furtherance of the Directorate mission. Executes Directorate effort to provide technical assistance through training workshops, process action teams, on-site visits, and inspections. Assists in developing and communicating the strategic/key messages for CYS programs through the written/visual mediums (such as information and staff papers, slides, reports, flyers, and brochures). Develops contract specifications for program materials and services. Performs electronic file management and updates the professional resource library materials pertinent to the Directorate's mission. Assumes other duties as assigned to support Directorate operations.

Qualifications
RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
Work experience directly related to the duties to be performed. Documented experience must have been equivalent in complexity and difficulty to the next lower grade/level to include the following:
1. Experience in child and youth program operations, interface with personnel, funding, social services proponents, and related community organizations.
2. Ability demonstrated through experience to evaluate established program standards and compliance with benchmark criteria and applicable policies and procedures.
3. Experience in planning and conducting training for child and youth staff.
4. Demonstrated ability to develop and present formal briefings, information papers, and slide presentations.
5. Proficiency in using Microsoft Office software such as Word, Excel, and PowerPoint.
All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks.
All answers to the Highly Qualifying Criteria must be demonstrated in your resume to get credit.
Possess a general knowledge of MWR programs, specifically in CYS Programs.
Possess strong organizational skills and potential to manage multiple concurrent projects effectively.
Possess demonstrated knowledge APF and NAF funding and oversight relationship to CYS programs.
Possess a combination of experience and education in technology business administration, accounting, economics, or other related management in Child and Youth Services.

Education is not required for this position and will not be utilized in determining minimum qualifications or as a substitution for experience unless indicated in the vacancy. The Duty Station for this position is located at Fort Sam Houston, TX. You will be expected to physically reside within commuting distance of Fort Sam Houston, TX.
